  15. 3.协调工作：国内协调- Internal Coordination Efforts 业务协调会(Internal coordinating meeting for Technicals) • 时间:2005年9月27日 • 参加人员(Participants): 国家环保总局计划财务司(PFD,SEPA) 国家统计局(RAD,NSB) • 主要事项(Main issues): Introduction about the WB project-the study on the Establishment of China Green National Accounting System • NBC Agreed to be member of the Leading Group of the Project • Cooperation work plan between SEPA and NSB • Identified and agreed the adjustment of the candidate provinces and city/district

  16. 3.协调工作(Coordinating Task):试点省市调整-Adjustment of the Candidate for Case Study • 原计划(Original plan) • 省级(Provinces): 安徽(Anhui)、江苏（Jiangsu） • 市级（Cities）: 江苏扬州（Yangzhouin Jiangsu province）、湖北神农架区（Shennongjia in Hubei province） • 调整后(After Adjustment, No Objection by WB): • 省级（Provinces）: 安徽（Anhui）、广东（Guangdong） • 市级（Cities）: 北京（Beijing）神农架（Shennongjia in Hubei province）

  17. 3.协调工作:试点省市调整-Adjustment of the Candidate Provinces • 调整理由(Reason for Adjustment) • 江苏伸统计局没有兴趣参与绿色GDP的试点工作，所以江苏和扬州市取消试点（Jiangsu retreated from candidates sites of national project since Jiangsu SB has no interest in the work and Yangzhou followed）。 • 北京市在国家绿色GDP调查试点工作中起重要的作用，广东省在污染损失评估中有较好的基础，为了顺利进行试点工作，经与国家统计局商定广东省和北京市为GDP项目试点省市（Given that Beijing played a leading role in the undergoing national survey and Guangdong had the relatively solid basis for pollution cost valuation, these two provinces are selected for trial accounting, among which Beijing, a province-level city, was treated as one city）。

  18. 3.协调工作-External Coordination Effort • 国际专家的选聘(Selection and Evaluation of International Consultants) • 从报名的4个国际专家后选人中确定了２名国际专家，并得到世行的“No Objection” • 与选聘的国际专家签署个人专家咨询服务合同 • 与国际专家的常规联系与沟通 • 协助世行相关的项目管理(Cooperation with WB to Organization the Workshop) 协助世行组织世行－意大利信托资金中国项目研讨会

  19. 4. 工作计划-Work Plan • 总体目标(Objectives) • 与世界银行共同做好项目和财务管理工作 • 经常性地进行项目进展情况的检查 • 配合国内咨询机构和国际专家进行项目研究 • 协助咨询公司做好地方试点工作 • 组织项目采购计划内的相关培训和研讨会
