ONE CITY PRIORITY FOR 2008/09 Commitment: To develop proposals to administer a carers parking scheme that offers parking concessions for carers and people visiting older residents in Westminster Offer the scheme to: • Westminster residents over 65 • Westminster White Badge Holders • Carers that visit Westminster residents (Informal/paid)

EXPECTATIONS Customer expectation: • Affordable parking option (discounted parking) • Park near to the location they are visiting in all bay types (both resident and paid for bays) • Flexibility to park for longer than the maximum permitted stay Parking expectation: • Introduce a simple scheme (easy to administer/easy to access) • Protect the scheme from fraudulent use • Ability to monitor scheme easily • Limit use of the scheme & protect resident bays • Limit scheme to those who would benefit most • Convert resident bays to shared-use (where capacity available) • Promote social inclusion

CONSIDERATIONS Our ability to deliver depends on: • Definition of ‘care’ – what should it encompass? • Provision of proof to display need for a carer • Provision of proof of age • Engagement and cooperation of other Council Departments Some Considerations: • Lost revenue from paid for parking bays • Increased pressure on resident bays • Cost to administer scheme • Enforcement of scheme and prevention of fraud • Identification of acceptable proofs to determine eligibility that applicants can provide easily

OPTION A – STRUCTURED PERMIT SCHEME Advantages • Scheme is limited by activating the permit for each use • Scheme is flexible – limited by hours and not days • Easy to track use of the scheme and impact on kerbside space Disadvantages • Expensive to set up the scheme, administer & enforce • For residents only, scheme is limited to zone in which they live

OPTION B – INFORMAL PARKING CARDS SCHEME Advantages • Simple scheme and easy for customer to access and use • Inexpensive to set-up, administer and enforce • Cards can be available through a number of recognised outlets • Not limited to zone in which resident lives Disadvantages • Open to fraud • Limited flexibility – customer can park for half day or full day only • Unable to track use of the scheme and impact upon kerbside space

  7. KEY QUESTIONS • Will this approach deliver the One City commitment? • Who is the priority customer group that should benefit from this scheme? And who should we include in the trial? • What are your views on how strict the scheme should be and how tough we should be with enforcing it? • How strict should we be with the eligibility of the scheme? • What are the views around giving up access to resident parking bays to accommodate this scheme? • Is there a preferred option/scheme and why?
