  1. UCO DRU DRU-stands for Disaster Resistant University. Universities and their surrounding communities can be devastated by disasters. It’s not a matter of if, but when the Edmond community and UCO will be impacted directly by an Oklahoman brand of disasters- a tornado or by come other natural of and-made disaster.

  3. Terrorism & Manmade Disasters • In 1995, Oklahoma became a victim in the Murrah Federal Building Bombing. Oklahomans know first hand about the damage to persons, property and processes that can come from terrorism and manmade hazards. • Today, especially since 09/11/01, we know terrorism can be a real part of the world we live in. • The UCO Disaster Resistant University Mitigation Plan will review ways to sustain persons, property and processes in case of a terrorist attack. The process of planning, training and resource development to remain operational will be examined, even though there is damage or degradation to one or more of the these areas. • Not all planning material will be made publicly available due to the sensitive nature of some of the action steps necessary to address terrorism and manmade hazards.

  5. What’s Happening at the State level? The mission statement of The Oklahoma Office of Homeland Security is “To develop and coordinate the implementation of a comprehensive statewide strategy to secure the state of Oklahoma from the results of terrorism, from public health emergency, cyber terrorism, from weapons of mass destruction, and perform other duties assigned to it by the governor.

The Oklahoma Office of Homeland Security • The OKOHS was created within the Department of Public Safety • In July of 2002, a team was assembled to handle matters dealing with homeland security. • OKOHS coordinates with federal, state, and local agencies to provide access to and distribute information about preparedness.

Grants • The main source of money used to help implement these plans comes from government grants. • In 2006, Oklahoma received $1.7 billion in Homeland Security Grant Program (HSGP). • HSGP’s help states prepare for and respond to terrorist attacks. • These grants can be used for planning, organization, equipment, training exercises, management, and administration costs.

  8. What else is being done? • In September 2006, Gov. Brad Henry declared that month as Oklahoma National Preparedness Month. • This is part of a nationwide effort to encourage Americans to take simple steps to prepare for emergencies. • This program states that “Homeland Security begins at home…” and encourages Oklahomans to (1)Get a Kit, (2) make a plan, (3) and be informed.

Other ways of helping prepare • The American Red Cross holds blood drives hoping to get more and more people to donate. • Local law enforcement offices fingerprint individuals making it easier to identify people in case of emergency. • “Mock” drills are done to simulate what would happen in case of emergency. For example, some communities set up small decontamination tents to simulate how that specific situation would be handled.

The 911 system has been updated to provide more information about where a caller is calling from. • Hospitals are updating Emergency Room facilities in case they have to manage many patients (as if in case of attack). • Law enforcement agencies are receiving more training pertaining to terrorist activity.
