  4. Going boyond infrastructure - facilitate trade ! IRU Model Highway Initiative (MHI) • Institutional reforms - Join international conventions, facilitate border crossings & tackle bribery, road building procedures… • Creation of support infrastructure – Border crossing facilities, fuel stations, secure parking areas, warehousing, multimodal transfer facilities... • Implementation of best practices – TIR green lanes, TIR-EPD, joint customs procedures, recognise International Weight Certificate, simplified multiple entry visas for drivers… • Establishment of a multilateral investment fund - The development of trade and road transport needs a Multilateral Investment Fund ! Securing and facilitating trade and international road transport using the TIR system Managed by the IRU since 1949 Based on TIR Convention of 1975 The best multilateral facilitation instrument for international transport and trade Currently signed by 68 contracting parties, with the possibility to be implemented globally and multi-modally (road-rail, road-maritime, road-air) (c) International Road Transport Union (IRU) 2012

Benefits of the TIR System Secures and facilitates trade through the implementation of harmonised controls & documents Givesaccess to 57 TIR operational countries Ensure the secure and sustainable development of international trade and road transport (controlled access, traceability) Through mutual recognition of Customs Controls and the guarantee, transport costs, formalities and delays are reduced (c) International Road Transport Union (IRU) 2012

TIR in the EU in parallel to the T System Reintroduce TIR in intra EU transports for goods under customs control • Facilitate growth through increased trade – Provide a choice to the 600,000 truck operators that today is forced to use the T System • Enhances competitiveness of SMEs – 85% of road transport companies • Increase security of transport chain – cargo is sealed • Customs duty payments guaranteed • Consistency for EU trade with 3rd countries – one world, one system (c) International Road Transport Union (IRU) 2012

TRANSPark: the trucking industry’s online one-stop shop Locate secure parking areas to fight organised crime on roads! • Identify & assess secure and convenient truck parking areas in +40 countries; • Search by country, region, city or along planned routes; • Browse all facilities available at the selected parking area; • Enter parking information; • And much more ! Authorities should make availabel to TRANSPark the location, security and confort information of the parking areas in their region or country! (c) International Road Transport Union (IRU) 2012

IRU Border Waiting Times Observatory (BWTO) Collection of border waiting times and availability of this information free of charge, anywhere in the world! • Waiting times for trucks and buses on both sides of the border; • Search by country or region; Availability of data a large problem – dependent on frequent input from border controls/customs! Coubling collective bus and coach passenger transport - The Smart Move Political objective: To change the perception of buses and coaches in society, startingwithdecision and opinion-makers (favourable and appropriatelegislation) Business objective : To double the use of buses and coaches in the next 10-15 years – changed infrastructure requirements and needs (c) International Road Transport Union (IRU) 2012

Ensuring efficient international collective passsenger transport - IRU proposal – UNECE OmniBUS Agreement Society’s interest to promote collective bus and coach transport – safe, green, affordable, efficient > 3000 international regular lines in Europe and neighbouring countries Bilateral agreements create a complicated framework & a burden for authorities and operators Non preferential treatment of coaches at borders & waiting times a multilateral OmniBUSagreement will facilitate these services considerably: • by creating a harmonised and fairer legal framework, control documents and, ultimately, enforcement procedures across the board • whilst at the same time reducing the administrative burden and costs for both authorities and operators (c) International Road Transport Union (IRU) 2012
