Planning Process (1) • Strategic Alignment: • Planning took into consideration the internal and external environment, ICT Sector analysis, Ministers Performance Agreements & related Delivery Agreements, Government Outcomes as well as resource consideration and risk assessment, amongst others. • ICT Sector Analysis: • The Department in its planning, took into consideration the state of the ICT sector through engaging relevant subject matter experts, analyzing relevant research reports as well as the e-Readiness report with specific reference to barriers to ICT access, uptake and usage. Planning Process (2) • Consultation and compliance: • The Plans were developed in consultation with Senior Management and SOEs. • Plans aligned to the Framework for Strategic Plans and Annual Performance Plans developed by National Treasury. • Planning was facilitated by members of the Technical Assistance Unit of National Treasury so as to ensure technical correctness in terms of: • Measurability of targets (quantifiable where possible) • Performance indicators (aligned to targets) • Time frames (2012/13 Targets unpacked into measurable quarterly targets) • 1st and 2nd drafts of the Strategic Plan and APP were submitted to National Treasury and DPME for consideration and feedback was effected. Planning Process (3) • Monitoring and Evaluation: • DoC will submit quarterly performance reports against its APP (quarterly targets) to the Executive Authority, National Treasury and DPME. • Furthermore, currently such performance reports together with related evidence against reported achievements, are further submitted to the Auditor-General so as to conduct an audit of the performance information as well as conduct Integrity Testing • Department has in place a fully functional Organisational Performance Assessment Board that interrogates quarterly performance reports and makes recommendations to improve Departmental performance. • Over and above the mandatory quarterly reporting process, the Department consistently monitors programme performance through its various governance structures such as Departmental Executive Committees, Top Management and Branch meetings where departmental performance information dictates the agenda of such meetings.   11. Flagship Programmes (1) • Given their strategic importance, the following have been retained as flagship Programmes for the Department: • 1. Job Creation – Over and above the job creation endeavors through its planned projects, the DoC has established an ICT Industry Working Group on job creation whose purpose will be to facilitate the identification of priority areas for job creation. • 2. E-Skills - through the e-Skills Institute, massify the e-skilling of our nation for a rightful place in the Information Society and Knowledge-based Economy, ensuring (i) that citizens improve their quality of life through the use of ICTs, and (ii) that employment ready students are “delivered”. Flagship Programmes (2) • Broadband - improve broadband penetration through implementation of an integrated Broadband Master Plan that will facilitate capital investment, innovation and rural access. Connecting schools, health and government centres will not only improve service delivery, but also improve the uptake and usage of broadband by government and individuals. • In 2011/12 the DoC targeted 4% broadband penetration, however considering that the results of the current Broadband penetration baseline are expected by May 2012, the target has been revised to: “10% increase in broadband penetration, from measured baseline”. • Current estimated Broadband penetration: • Mobile phones: 17% • Mobile PC: 4% • Fixed : 2% • Updated baseline studies are planned annually thereafter. • Furthermore, the proposed EC Amendment Bill 2012 will make provision for Broadband related matters so as to enable the necessary legal and regulatory framework for Broadband implementation. Flagship Programmes (3) • Digital Terrestrial Television (DTT) - In implementing the Digital Migration Policy in South Africa, the programme will focus on implementing the set-top box manufacturing strategy, scheme of ownership support for poor households, and the local and digital content development strategy. Focus will also be on implementing the consumer and education awareness campaign and monitoring of the DTT infrastructure roll-out to achieve 96% population coverage by 2013. DoC will also facilitate the implementation of the action plan to benefit SMMEs in the Set Top Box value chain. (manufacturing, distribution, installation and maintenance) • Postbank - Once licensed the Postbank will rollout centres and outlets prioritising the under-served rural areas with a specific focus on the unbanked population who are not part of the formal banking sector. • Rural Connectivity - ICT Rural Development Strategy which will be implemented through various key programmes during the financial year 2012/13. Additional Priority Programmes (1) • Developing a Research and Development Strategy:- • Key focus on improving the national system of innovation (NSI) through the plans to work towards establishing an ICT Research Council. In the 2012/13 financial year the DoC will focus on conducting relevant ICT research and development in the fields of local ICT software, applications, and ICT tools. • The Measurement of the ICT penetration will be done through publication of the Second e-Barometer report. • Development of a plan to establish the Computer Incident Response Team to combat cyber attacks as part of implementing the cyber-security policy. • DOC will during this current financial year develop an ICT Industry development strategy to support market competitiveness and growth particularly local electronics manufacturing.   16. Additional Priority Programmes (2) • Universal Access and Service:- • The DOC will be amending the ECA to appropriately position USAASA’s mandate to be more clarified in the Act. The capacity of the agency to spend and account for the USAF will also be articulated in this legislation. • The Broadband Master Plan once finalised will ensure that rural connectivity is delivered in a coordinated manner with the participation of Sentech and Broadband Infraco. Still on Broadband the department will ensure that the proposed EC Amendment Bill 2012 will make provision for Broadband related matters so as to enable the necessary legal and regulatory framework for Broadband implementation. • In terms of Broadband, the Department is in the procress of concluding a baseline study on broadband coverage, penetration, speed, and cost. Such a baseline study will be conducted annually to measure the Broadband penetration which is targeted for 2012/13 to be a 10 % increase in household broadband penetration, from the measured baseline. Additional Priority Programmes (2) Cont… • More than 1650 schools will have internet connection. • Licensing of new broadband spectrum will ensure broadband network coverage in rural and underserved areas. • Through USAASA, about 100 ICT centres will be established in 2012/13 and DOC will also establish 3 ICT SMME incubation hubs in 3 rural provinces. • The low power transmitters will be facilitated and launched in several rural and underserved areas thereby extending broadcasting signal to more people. • DOC will explore an Edu-Radio programme in partnership with UNISA and further finalise a plan for establishing 09 Digital Content Generation Hubs in about 9 provinces. Funding will need to be appropriated during this year. • In this financial year, broadcasting digital signal will reach over 74 per cent of the population. • With regard to the corporitisation of the Postbank, during 2012/13 the Department will focus on establishing the Postbank. The Board will be put in place. Postbank will also apply for a license to the Registrar of Banks. Additional Priority Programmes (3) • Training and Capacity Building in the ICT Skills:- • The Institute for Satellite and Software Applications, (ISSA) the Electronic Media Institute of South Africa (NEMISA) and the e-Skills Institute (e-SI) are training institutions targeting historically disadvantaged individuals in an to boost the skills output in the ICT environment. • In 2012/13, further training will be provided by these institutions. The e-Skills Institute, and signing of 05 MOA will support the expanding the e-Skills Research network. • Several private sector institutes have also been established, e.g. Cisco Academy, Altron Academy, MTN school of excellence, etc. A global leader in the development and use of Information and Communication Technologies for socio-economic development

  19. Additional Priority Programmes (4) • Community Radio:- • Over 133 Community Radio Stations have been licenced since 1994, over 100 of these are operating. About 90-110 municipalities are without a community radio station. • The DOC will provide support to the community radio stations and providing infrastructure to 10 new radio stations. • National youth radio service, dedicated TV and Radio parliamentary channels, predominant local content and regional television channels. • SABC, and the advent of digital broadcasting, fully fledged parliamentary channel as well as 2 channels reflective of provinces will be established (SABC Strat Plan 2012-13. • The SABC will establish a National Youth Radio Station using digital transmission on TV during DTT environment.   20. Additional Priority Programmes (4) Cont… • Funding of SABC • During DTT, public content programming will be supported through public funding which will be requested from the National Treasury. The SABC will submit a clear funding request aligned to its mandate of public broadcasting in channels such as health, and education. • Government continues to fund the SABC’s digital migration technology transition including studio upgrades. • Department will be engaging National Treasury on the funding on SABC as a Public Broadcaster A global leader in the development and use of Information and Communication Technologies for socio-economic development

  21. Achievements The DoC will conduct a full review of its performance against the 2011/12 Targets as part of developing its 2011/12 Annual Report which it will present to the PCC in detail. Overview • The Strategic Plan comprises of 5 Strategic Goals supported by 17 Strategic Objectives. • These Strategic Goals and Objectives are to be realized through the achievement of numerous 3-year targets as reflected in the Annual Performance Plan • The Annual Performance Plan further unpacks Year 1 (2012/13) into quarterly targets which can be found in the detailed plan. • The 3-year targets are allocated across the 6 Programmes of the Department and in certain instances, the achievement of these targets requires close collaboration with the Department’s Entities. • It must be noted that the Department has undergone a Structural review which has resulted in a change to the Programme Structure. This change in the Programme structure will be funded and implemented in the 2013/14 financial year. HR Recruitment • HR Plan: • The Doc is currently reviewing its HR plan to proactively identify both current and future HR requirements, as well as potential challenges in order for the Department to consistently achieve its strategic objectives. • Through such a review, priority areas such as Finance, Supply Chain Management, DG’s Office as well as other core business areas have been identified for urgent recruitment starting 1 April 2012. • The HR Strategy: • HR Strategy being developed to ensure an integration of HR value chains in a manner that describes the future HR Processes, Procedures and Policies and to ensure that the HR Function is aligned with the Departmental Strategy. • The strategy will: • Identify priority HR initiatives and the necessary outcomes to connect the HR Processes into the complex HR solutions, • Help line managers to manage and develop their Human Resources. • Describe theHR services and their interconnections with the Departmental operations.
