  2. Our purpose • The Care Quality Commission is the independent regulator of health and adult social care in England. • We make sure health and social care services provide people with safe, effective, compassionate, high-quality care and we encourage care services to improve.

  3. Our current model of regulation Register Monitor, inspect and rate Enforce Independent voice We provide an independent voice on the state of health and adult social care in England on issues that matter to the public, providers and stakeholders We register those who apply to CQC to provide health and adult social care services We monitor services, carry out expert inspections, and judge each service, usually to give an overall rating,and conduct thematic reviews Where we find poor care, we ask providers to improve and can enforce this if necessary

  5. Working with local authority • Attend information sharing meetings every two months • Contact prior to inspection for latest intelligence • Feedback on problematic services • Attend serious concerns meetings • Safeguarding work and attend Teeswide Safeguarding Board

  10. Issues arising • Medicine management (especially DCAs) • Turnover of staff, especially managers and senior staff • Recruitment, especially nursing • Levels of provider engagement and support • Pressure to accept packages 10

The state of adult social care services 2014 to 2017 • National challenges: • An ageing population with increasing needs • Difficulties in recruiting and retaining staff to care for people • Rising costs of adult social care • Concerns about funding to meet these costs and a reliance on those who pay for their own care

Our next phase of regulation • Consultation over summer on next phase of regulation: • New, ‘live’ approach to collecting information from providers • Clearer and more consistent engagement with stakeholders • Proportionate, risk based approach to inspection planning • Reviewing DCA inspections, e.g. announced, fieldwork • Simpler reports

  13. Our next phase of regulation • Emphasis on services that are repeatedly RI • Corporate leadership enforcement
