  2. SAT/EIS/Dual Discrepancy STARS Reporting Dates SAT meeting dates, EIS and Dual Discrepancy data will be submitted to STARS at 40D, DEC1, 80D, 120D and EOY. 2009-2010 Submission Dates: 40D October 12, 2009 DEC1 December 1, 2009 80D December 14, 2009 120D February 26, 2010 EOY May 26, 2010

  3. Data Entry in Power School Elementary secretaries have been trained in SAT and EIS data entry. Each secondary school handles SAT and EIS data entry differently. Appropriate counselors/secretaries at those levels have been trained in data entry for SAT and EIS. Written instructions for SAT/EIS data entry in Power School, including screen shots, are located in the Power School Folder on your First Class Desktop.

  4. Timely Data Submission Required by PED SAT, EIS and Dual Discrepancy data collection is not optional. It is a requirement of the PED. Vital that all data be entered in Power School in a timely fashion. Data must be up-to-date in Power School prior to each reporting submission date. IMPORTANT: Data for SAT meetings, reporting of EIS students and Dual Discrepancy must be submitted at the next reporting date after the event occurs. Once data is submitted to PED through STARS, dates/data cannot be changed in Power School without first contacting the STARS Coordinator. STARS Coordinator held to a five (5) day window to submit data at each reporting period.

  5. Student Assistance Team - SAT 2009-2010 is the first year PED is requiring districts to report SAT meeting dates through STARS. When a student is referred, PED requires districts to report the date of the SAT meeting through STARS. A SAT meeting date is reported one time for a student. Report the SAT meeting date where the intervention plan is developed and set into place.

  6. SAT – Gifted Qualification F-TAP If a student is going through the F-Tap gifted qualification process, please do NOT record an EIS or SAT record in Power School. If the student is being referred for gifted testing AND if a SAT meeting is held, then we are required to report those students with a SAT record and an EIS record.

  8. Early Intervening Services (EIS) Collection of EIS data through STARS is PED’s method for collecting RTI Tier 2 information. By default, PED knows which students are: RTI Tier 1 – All students in the district RTI Tier 3 – Students participating in a Special Education Program.

  9. EIS A student cannot be reported in STARS as an EIS student and participate in the Special Education program at the same time. A student will be exited from EIS upon staffing into the Special Education program.

  10. EIS Effective Date For STARS purposes, a student will be reported as an EIS student effective on the same day as the SAT meeting date which is being reported. In Power School, the EIS beginning date will be the same date as the SAT meeting date.

  11. EIS Data Maintenance in Power School If an EIS student is deemed eligible for Special Education services, the EPO secretary will exit the student from EIS in Power School effective on the same date the student is staffed into the Special Education program. If intervention is successful and the EIS student is to be returned to RTI Tier 1 status, the school secretary/counselor at each site is responsible for exiting the student from EIS in Power School.

  12. EIS Data Maintenance in Power School (Withdrawals) If an EIS student withdraws from one FMS school and moves to another FMS school, the EIS record remains intact. If an EIS student withdraws from an FMS school and is moving out of the FMS district, the school secretary is responsible for exiting the student from EIS in Power School upon withdrawal.

  15. EIS Power School Records at EOY For STARS reporting purposes, EIS dates are reported by school year date segments using the date range of the first day of school to the last day of school. At the end of each school year, the STARS Coordinator will, in mass, insert an ending date on all active EIS records in Power School effective on the last day of school, and will roll those records into the new year, with a new beginning EIS date of the first day of school in the new school year.

  17. STARS and Dual Discrepancy Dual Discrepancy Model Assessment is a new STARS data collection required effective SY 2009-2010. Dual Discrepancy Model Assessment is used to record that the Dual Discrepancy Model has been used prior to designating a student as Special Ed. REASON for new data collection: PED is now required to track that a Special Ed student’s assessment follows the Dual Discrepancy Model.

  18. 2009-2010 STARS Manual Dual Discrepancy Model Guidance “Dual Discrepancy Model Assessment – Required beginning in the 2009-2010 SY. In identifying children with Specific Learning Disabilities (SLD), effective July 1, 2009, public agencies MUST implement the Dual Discrepancy Model in grades K-3. A Dual Discrepancy exists when the student both performs below the level evidenced by grade-level peers AND also shows a learning rate substantially below that of grade-level peers. (NMAC 6.31.2.10)”

  20. Need a List of SAT or EIS Records from Power School? SAT and EIS data is stored in virtual tables within Power School. Because of this, report and queries cannot be run by the end-user to get a list of these records. Please feel free to contact your STARS Coordinator at anytime to request an updated list of SAT or EIS records that are in Power School. Approximately 10 days after each STARS submission date, if you wish to receive a list of records that were submitted, please email the STARS Coordinator with your request.
