  4. 3 Annexes • Annex 1 “Creating a Law Enforcement Institutional Environment that will Support an Enhanced Role of LE officials in the National HIV Response” outlines specific components of the design of an overall National HIV Policy for LE officials. • Annex 2 “Implementation and Evaluation of the UNODC Training Guidelines” contains more specific logistical considerations for the implementation of the training manual across various law enforcement training institutes and to LE officials who are already working in the field. • Annex 3 “References, Additional Readings and Resources” contains the full text of each of the references as well as providing a list of potential additional readings and resources that may be useful when adapting and implementing the Training Guidelines at the country specific level.
