Background • International crime and terrorism has become a major concern to both governments and businesses • Due to the vulnerability of international supply chains of being either • a direct target for crime and terrorism • a means to deliver weapons • In response to this new threat, several voluntary supply chain security programs have been created or modified

Voluntary Govt SCS Programs • Voluntary security programs link business and Govt • Initially created to fight supply chain disruption such as theft, drug smuggling, loss, damage etc • Currently, initiatives are evolving with a focus on terrorism • Programs all appear to be dissimilar - different main targets, originating parties and geographic focus • However, all consist of set of security measures which if adequately implemented constitute a supply chain security management system

Voluntary Govt SCS Programs Things to consider… • Even though voluntary, cost of not being involved can be high (due to more inspections, higher fees etc.) • Implementing the required standards in a cost-effective way • Great degree of freedom as to how to implement the security standards • There is a need to guarantee compatibility between programs & establish mutual recognition

  6. First steps • Singapore Government established a steering committee (2006) • Singapore Customs (SC) set up as custodian • SC established the Supply Chain Security Unit • Singapore Economic Development Board (EDB) on steering committee • EDB reached out to MNCs to get feedback

  7. Consultation • Industry consultation • Focus groups established with all sections in the supply chain • SC Officers were sent overseas to study other similar programs • SC Officers visited companies – better understanding

  8. Program guidelines • Program guidelines/audit developed • SC made sure the program was: • appropriate to all sections of the supply chain • not industry specific

  9. Pilot program • Chose MNCs for pilot run - MNCs with a reputation for having a secure supply chain • These companies invited to participate • 8 companies accepted

  10. STP benefits 1 • Reward & recognition for having robust supply chain • Greater visibility of the SC • Further enhanced security • Reduced costs

  11. STP benefits 2 Mutual recognition • Australia, USA, Japan • Trade recovery – if terrorist attack or other issue, STP certified will be some of the first cleared • Ongoing process
