Illinois Energy Plan • Despite the economy, investments in green industries and technologies are sound and support the growth of a “green” economy in Illinois. • This growth is assisted by aggressive state and federal public policy initiatives that are creating the opportunities to promote energy efficiency, expand Illinois’ renewable production, grow green industries, invest in green jobs and realize a robust green economy.

Illinois Energy Plan • The Energy Efficiency Portfolio will reduce electric and natural gas consumption in the state by providing adequate funding for initiatives to reduce customer energy usage through efficient lighting, appliances, heating, mechanical processes, etc. • Efficiency improvements will save Illinois homes and businesses money, improve environmental quality, create jobs and further the economic development of Illinois.

Energy Efficiency Portfolio Illinois Energy Plan EEPS is a part of Legislation signed into law that provides for incentives in the form of rebates and/or grants for ComEd and/or Ameren Illinois utility customers to encourage them to purchase and install high efficiency equipment and systems to reduce electricity use

Illinois Energy Plan American Recovery & Reinvestment Act • ARRA Funding • Energy Efficiency and Conservation Block Grants (EECBG - Federal Awards • Energy Efficiency and Conservation Block Grants (EECBG) – State Awards • State Energy Plan • Increased energy efficiency and reduced energy consumption • Reduced energy costs through efficiency improvements • New jobs, and increased productivity to spur economic growth and community development ARRA Funding Streams ARRA Program Goals

  7. Illinois Energy Plan EECBG - Federal Formula from DOE to: • Illinois counties with a population greater than 200,000 • Illinois communities with a population greater than 35,000 • Directly funded from DEO to county/community • 10 Counties 52 communities are impacted

Illinois Energy Plan EECBG State Administered Grants States are required to use ARRA funds to provide subgrants to entities that are not eligible for direct formula grants (population <35,000) • Approximately 1500 Communities in Illinois • $13,100,760 • Leverage EEPS and ARRA SEP program funds • Administered in partnership with ILARC and the Illinois regional planning commissions

EECBG State Administered Eligible Activities for Use of Funds • Development of an Energy Efficiency and Conservation Strategy/ Technical Consultant Services • Residential and Commercial Building Energy Audits, Building Codes and Inspections • Energy Efficiency Programs for Buildings and Facilities, Retrofits • Alternative Fueled Vehicles • Material Conservation Programs • Reduction and Capture of Methane and Greenhouse • Energy efficient Traffic Signals and Street Lighting • On-Site Renewable Energy Technologies for Government Buildings • Financial Incentive Programs

  11. Illinois Energy Plan Renewable Portfolio Standard • Requires an escalating percentage of electric power be purchased from renewable energy sources • Provides grant assistance to wind and solar projects • Illinois anticipates approximately $6 billion in new investment over the next 10 years

Illinois Energy Plan State Energy Sector Partnership • The purpose of the Illinois State Energy Sector Partnership is develop a statewide strategy to meet the workforce development needs of employers directly involved in energy sector industries such as: • Energy Efficiency • Renewable Energy • Transportation Efficiency and Renewable Fuels • Clean Coal Technology • Energy-Related Manufacturing
