  2. About Me • Nine Years as ERP Manager at MassDEP • rolled-out first ERP program • helped design ERP measurement methodology • partnered with EPA in 2000 to “spread” ERP • Lead contractor for NEWMOA on the States Common Measures Project

  3. Why Emphasize Quality Assurance? • Ensure adequate planning in advance so that: • data collected is reliable • analysis supports anticipated decision-making • Get defensible results • Avoid surprises • Better ensure that data represent actual conditions

  4. EPA QAPP Requirements • All organizations conducting environmental programs funded by EPA are required to establish and implement a quality system. • EPA has developed the Quality Assurance Project Plan (QAPP) as a tool for project managers and planners to document the type and quality of data needed for environmental decisions and to describe the methods for collecting and assessing those data. • EPA requires that all environmental data used in decision making be supported by an approved QAPP.

  5. Region V Project Meeting QAPP Requirements • Prepared draft QAPP (November 2009) • Project participants will commit to a final QA plan (November) • No data collection will occur before QA plan is approved
