National Document for Certification of Polio Eradication • Criteria for certification • Three years from the occurrence of last WPV case • 13 January, 2011 to 13 January, 2014 • Document to have information about eradication activities • Three years before the last occurred i.e. 2008 – 2010 • Three years after the last case occurred i.e. up to January 2014 • National polio importation preparedness plan • Cross border activities

NCCPE’s Assessment • Vulnerability of the population to infection with wild virus infection • Polio related immunity gap and routine immunization • Whether system is sensitive enough to identify any WPV circulation? • Whether system is capable of identifying any importation of WVP in to the country? • Ability of the system for rapid and effective response to detection of any WPV identified?

NCCPE Roadmap • State level documents before collating national document • Request Secretary, MOHFW, GOI to write to all state health departments for support and facilitation • Exploring the possibilities of convening a meeting of State Health Directors in Delhi • Identifying medical college faculty, professional organizations (IAP, IMA), voluntary organizations to partner • Systematic scrutiny of PEI data (NPSP, GOI, UNICEF, Other agencies, national & state level)

NCCPE Roadmap • Field visits • District wise risk assessment • NCCPE Secretariat already doing • WHO developing a risk assessment scale • Selected high risk districts and areas visited • Identification of senior professionals • ~15 from medical schools, polio experts • Intense orientation for task at hand during field visits • Oversight provided by NCCPE members • Polio Eradication Initiative related data • Systematic analysis • Scrutinize for internal consistency, and agreement with feedback from the field • Polio laboratories • Activities; turn around time; quality assurance

  9. 2nd Regional Certification Committee for Polio Eradication(25-27 January, 2012; Chiang Mai, Thailand) • General Recommendations • High population immunity (Routine immunization & SIAs) • Uniform & highly sensitive AFP surveillance • Documentation of discarded AFP cases (final diagnosis) • National plans for responding to poliovirus importation • Access to OPV & licensure of tOPV/bOPV/mOPV • Countries with recent importation and circulation of WPV/cVDPV to survey & update laboratory inventories • NCC to review and improve quality of annual National Documents

  10. 2nd Regional Certification Committee for Polio Eradication(25-27 January, 2012; Chiang Mai, Thailand) • India specific recommendations • Begin preparation of National Documentation on Certification of Poliomyelitis Eradication for submission on 14 January 2012 • Submit Preliminary Report for review at the 3rd SEA-RCCPE • Include • An updated copy of the polio preparedness plan as an attachment to the preliminary report • A list of cross border activities • URGENTLY initiate laboratory containment activities

Laboratory Containment Activities • National Task Force • Constituted by MOHFW, GOI on 11 September, 2003 • Director General, ICMR as Chairperson • Secretariat: Indian Council of Medical Research • Report to be prepared by Secretariat & submitted to NCCPE • Activities • To avoid chances of re-introduction of WPV when indigenous circulation of virus interrupted • Document location and type of WPV infectious material retained: preparation of nation wide inventory of laboratories storing infectious /potentially infectious materially
