Arguments against: • compulsory licenses will not • provide a stream of revenue • sufficient to produce & distribute films. • who will pay the compulsory license? …not the pirates …not the ISPs …consumers? • is any country going to tax consumers • to support the business model of • off-shore commercial pirates?
