  4. Texas Success Initiative The Texas Success Initiative requires ALL new students to be assessed academically to determine their level of college readiness Texas Education Code Section 51.3062

  5. Texas Success Initiative (TSI) Exemption Scores • ACT • SAT • Exit Level TAKS • STAAR/End of Course (EOC) Exam Student is exempt from further assessment Texas Education Code Section 51.3062

Texas Success Initiative (TSI) Exemption Scores • Students who have graduated with an associate or baccalaureate degree • Students who transfer from a private or independent accredited college • Students who have transferred from an Out- of-State College and have satisfactorily completed college-level coursework as determined by the college.

  10. Dual Enrollment Participation Requirements

  11. Dual Enrollment Participation – Academic Courses Title 19, Part I, Chapter 4, Subchapter D, Rule 4.85 • (b) Student Eligibility. (1) A high school student is eligible to enroll in dual credit courses in the eleventh and/or twelfth grade if the student: •     (A) demonstrates college readiness by achieving the minimum passing standards under the provisions of the Texas Success Initiative as set forth in §4.57 of this title…… on relevant section(s) of an assessment instrument…..;

  12. Dual Enrollment Participation – Academic Courses or (B) demonstrates that he or she is exempt under the provisions of the Texas Success Initiative as set forth §4.54 of this title…. (2) An eleventh grade high school student is also eligible to enroll in dual credit courses under the following conditions: •     (A) a student achieves a minimum designated Level 2 final phase-in score on the Algebra II end-of-course assessment and/or the English II reading or English II writing end-of-course assessments, relevant to the courses to be attempted……. ; or

Dual Enrollment Participation Academic Courses • (B) thestudent achieves a combined score of 107 on the PSAT/NMSQT with a minimum of 50 on the critical reading and/or mathematics test relevant to the courses to be attempted. An eligible high school student who has enrolled in dual credit under this provision must demonstrate eligibility to enroll in dual credit courses in twelfth grade; or •     (C) the student achieves a composite score of 23 on the PLAN with a 19 or higher in mathematics and English. An eligible high school student who has enrolled in dual credit under this provision must demonstrate eligibility to enroll in dual credit courses in twelfth grade.

Dual Enrollment Participation – Workforce Courses (3) A high school student is eligible to enroll in workforce education dual credit courses in the eleventh and/or twelfth grade if the student demonstrates that he or she has achieved the designated minimum final phase-in score on the Algebra I end-of-course assessment and/or the English II reading or English II writing end-of-course assessments relevant to the courses to be attempted.

All Courses (5) To be eligible for enrollment in a dual credit course offered by a public college, students must meet all the college's regular prerequisite requirements designated for that course (e.g., minimum score on a specified placement test, minimum grade in a specified previous course, etc.).

  19. Participation Prior to Junior Year (Non-ECHS) (6) ………..students must have at least junior year high school standing. Exceptions to this requirement for students with demonstrated outstanding academic performance and capability (as evidenced by achieving or exceeding the minimum TSI college readiness standards on PSAT/NMSQT, PLAN, SAT, ACT, or TSI Assessment) may be approved by the principal of the high school and the chief academic officer of the college……(Interpretation: College Ready in all areas) ECHS Students are exempt from this provision and may participate as Freshmen/Sophomores by meeting the minimum passing scores on the relevant assessment exam for the course.

  20. Additional Limitations High school students shall not be enrolled in more than two dual credit courses per semester. Exceptions to this requirement for students with demonstrated outstanding academic performance and capability (as evidenced by grade-point average, ACT or SAT scores, or other assessment indicators)……to a maximum of 15 semester credit hours. (B) A student enrolling in more than two dual credit courses in a semester must pass all courses during that semester with a grade of C or better to continue to enroll in more than two dual credit courses in following semesters. ECHS STUDENTS ARE EXEMPT FROM THIS PROVISION

New Deadline Requirements • All students must have a clearedadmission status by the first class day. • All admission documents must be processed by the first class day: application, transcript, and test scores. • Priority Registration will be given to students who are cleared by the first class day.

  32. Late Enrollment Fee Per Board Policy 3235, a Late Enrollment Fee of $150.00 per course will be assessed for students admitted after Census. Students may be registered late for: • Application is not received by the Dual Enrollment Admission Deadline • Transcripts and test scores not received by first class day • Failure to sign a registration form by Census • Failure to submit qualifying test scores by Census • Failure to clear student hold by Census

Testing & Qualifying On/After 1st Class Day • As a result of the new Dual Enrollment Admission & Registration Timelines, students will no longer be registered with examinations administered on or after the first class day. • Students may use those qualifying scores to enroll in another semester.

  34. Course Limitations • ECHS students may request to be enrolled up to 18 credit hours per semester with the approval of the HS principal and STC Vice President for Academic Affairs • This includes “S” and “non-S” sections • Requests will be reviewed on an individual basis

  35. Admission Process Admission applications must be received by the Dual Enrollment Admission Deadline (Aug. 22nd) to avoid Late Enrollment. Students must complete and submit the application to South Texas College. Be Advised: Applications may take 24 to 48 hours to be transmitted to the College and processed by the Office of Admissions & Records.

  39. Reconciliation Data For the Fall 2014 semester, there were a total of 1,124registration errors reported to the College after Census Day.

  40. Ongoing Registration Issues • Instructors are not verifying rosters • Monday before Census • 12th Class Day • After Withdrawal Deadline • Registration errors are not reported to College in a timely manner • Students are adversely affected by roster discrepancies

  41. Common Scenarios • Student dropped from HS roster, but NOT College roster • Student added to HS roster, but NOT College roster • Student withdrawn from HS roster after 12th class day, but NOT College Roster

What Happens When Student Is Not Dropped From Roster? • Instructor must post a grade (Incomplete, F) • Student receives unsatisfactory grade on permanent college roster • Student Financial Aid (SAP) Status affected • Student Academic Standing (GPA) affected • Graduating student applying for college admission/ scholarship is affected

  43. What Happens When Student Is Not Added to Roster? • Instructor cannot post a grade • Instructor does not communicate error to HS/ South Texas College • Student does not receive grade on college roster; cannot transfer/apply credits at another College/University

Reconciliation Request Appeal Form • Registration errors reported to the College after the established Reconciliation Deadline must be appealed to the College for review and approval • The form must be signed by the dual enrollment instructor, the course instructor and the high school principal • All forms must be submitted to the College before the end of the term

  45. Recommendations to High Schools • Identify a high school administrator to hold high school faculty accountable for registration errors • Meet with high school faculty before/after a semester to identify and address registration issues • Pre-screen students
