Objectives • The objective of the reform program is to establish effective, efficient, functional and implementablepolicy, legislation, institutional arrangements and development strategies for integrated water resources management in Nigeria which will enable water resources to be developed, utilised and protected to the benefit of all in order to support achievement of economic & development goals, equity and the eradication of poverty.

  8. Reform Program Thematic Review: synthesizing of reports completed. Policy Development: A National Water Resources Policy, comprising a set of Policy Principles and detailed policy-Final Draft completed June 2004. [Based on the Thematic Review + other best practices] Water Law: A new/revised Water Resources Management Law [Based on the National Policy] Inst. Restructuring: A program for rationalising and restructuring of water resources management institutions [Based on revised legislation and National Policy] Implementation: A National Strategic Plan for the development, utilisation and protection of water resources (including review of 1995 Master Plan) [to implement National Policy and revised legislation]

Governance of the process • National Steering Committee: Ministers of relevant Ministries & Chairmen of Water Committees of the National Assembly - Chaired by Minister of FMWR • Internal Steering Committee: Chaired by Permanent Secretary, Members - Directors • Stakeholder consultation • Public awareness
