  1. Workshop: Space applications & development cooperation The EU response in Africa K. Anastasopoulos DG DEVCO Unit C5 DEVCO C/5 Infrastructures

  2. GMES & Africa initiative • "GMES (Global Monitoring for Environment and Security) & Africa" is a cooperation framework for the development and implementation of Earth Observation services to support sustainable development in Africa. GMES & Africa wasestablished in 2007, integrated into the First Action Plan of the EU-Africa Joint Strategic Partnership (JAES). • ‘’GMES & Africa’’will enable the consolidation of services developed by previous (PUMA, AMESD) and on-going (MESA) EU-supported projects involving space applications, fostering their expansion to other geographic zones of the continent. DEVCO C/5 Infrastructures

  3. GMES & Africa objectives - results • Maintain and improve access to Earth Observation data • Establish an EO based African Land Service for monitoring and management of Water and Natural Resources in the long term, adequately informing policy makers and other end-users • Establish an EO based information service for monitoring and management of Marine & Coastal environments, adequately informing policy makers and other end-users • Enhance capacities of African public institutions and private sector to deal with EO-based information for Land and Marine & Coastal applications at regional and national level DEVCO C/5 Infrastructures

  4. "GMES & Africa’’is addressing the following areas: (i) Long term management of natural Resources; (ii) Water Resource management; (iii) Marine & coastal Management; (iv) Food Security and Rural Development; (v) Climate Variability and Change; (vi) Disaster risk reduction; (vii) Health; (viii) Conflict and Political Crisis and (ix) Infrastructure and Territorial Development. 9. MESA: • builds upon EU-supported€11MPUMA (‘Meteorological Transition in Africa’ - 2001-2005)& €21MAMESD (2007-2013) projects in Sub-Saharan Africa • is consistent with the “GMES (Global Monitoring for Environment and Security) and Africa” EU initiative, that it is aiming to support • provides for the upgrading and maintenance of 164 receiving stations installed by PUMA and AMESDallowing continuous direct reception of meteorological and environmental satellite data streams • uses GIS applications, space-based and in situ EO data and information for monitoring environment & security in Africa at the continental, regional and national levels • receives technical support from JRC & EUMETSAT DEVCO C/5 Infrastructures

  10. MESA Thematic Actions

  11. MESA Expected Results • Improved and sustainable access by African stakeholders to EO data and information at continental, regional and national levels • Improved cross‐fertilization (geographically and thematically) and cooperation, both among regions on the African continent and with European partners • Strengthened political and policy development frameworks sufficient to ensure an active and sustainable participation of African stakeholders in initiatives concerning EO for environment and security • Increased knowledge of African stakeholders with regard to EO information (sources, uses, limitations, policy implications, etc.), that will contribute to sustainable and long‐term benefits DEVCO C/5 Infrastructures

  14. GMES and Africa Support Programme: will be a contribution to the Global Monitoring for Environment and Security(GMES) & Africa initiative. will enable the consolidation of services developed through the MESA and support their expansion to other geographic zones of the continent, including Northern African countries and South Africa. Support will be provided to also develop new services. activities will be implemented by Regional Implementation Centers (RICs), together with their local partners. A pool of technical assistance will be available to provide technical support and training. The AUC will provide the policy guidance.

  15. EGNOS • The European Geostationary Navigation Overlay Service (EGNOS) is a satellite based augmentation system (SBAS) developed by the European Space Agency, the European Commission and EUROCONTROL. It supplements the GPS, GLONASS and Galileo systems by reporting on the reliability and accuracy of the positioning data. • Precise satellite navigation has an important potential for the socio-economic growth in many areas, such as aviation, maritime safety, inland waterways navigation, land and cadastre management, oil and mining exploitation and agriculture. 16. Aviation Instrumental vertical guidance, (reduces accident probability) Route optimisation (Fuels savings, CO2 emissions reduction) Phasing out of current ground-based equipment for aid to navigation (Costs reduction for airports) All-weather landing (Less delays, diversions and cancellations) DEVCO C/5 Infrastructures

  17. EGNOS in Africa • The extension EGNOS in Africa will contribute to improve flight safety by increasing coverage in the continent through the modernisation of air navigation systems. • The aviation industry in Africa is a key contributor to trade and economic development in the continent. The Secretary General of Airports Council International (ACI) predicted that the aviation industry in Africa will grow by 3.9% per annum through to 2020, compared to a world average of 3.4%, while cargo volumes are expected to grow at the even higher rate of 5.9% per year to 2020. • To be specially noted that the African region accounts for only about 3% of the world traffic movements, but it makes up 19% of world accidents. 18. Today, 37 % of Africa is 250km from an instrumentaly landing-equipped airport Today, 87 % of Africa is 250km from a main or regional airport Full deployment of EGNOS services in Africa will greatly improve safety and reduce transport costs and time EGNOS in Africa According to a cost-benefit analysis commissioned by the EC, the cumulative undiscounted net benefits of EGNOS extension to Africa on a 30-year timeframe (2011-41) is estimated to be around €1.7B for the aviation sector alone! DEVCO C/5 Infrastructures

  19. EGNOS in Africa • The first stage of introduction of EGNOS to Sub-Saharan Africa was through 'SAFIR' & 'TREGA' projects, that provided technical assistance, capacity building, test equipment and the establishment of an African Joint Programme Office (JPO), hosted by ASECNA (Agency for Aerial Navigation Safety in Africa and Madagascar) in Dakar, Senegal DEVCO C/5 Infrastructures

  20. EGNOS in Africa • The next phase of EGNOS in Africa will allow for: • the continuation of support to the JPO and technical assistance for the management of the design and development phases of EGNOS Africa • support for infrastructure deployment in the ASECNA region.
