  4. CARICOM DEFINITION • Governance is defined as the act of governing. It relates to decisions that define expectations, grant power or verify performance

  5. CARICOM • E-Government or electronic government can be defined as government activities taking place over electronic communications among all levels of government, citizens and the business community. These include: acquiring and providing products and services; placing and receiving orders; providing and obtaining information and completing financial transactions.

  6. CARICOM • In a broader sense, it is the application of information and communication technologies (ICTs) for enhancing the performance of government functions and services through the utilization of digital technologies. (APCICT)

  7. CARICOM SUB-THEMES IDENTIFIED Based on the definition of e-government, the sub-themes are: • Technological Infrastructure – access to computers, wireless technology and the type of networking facilities available. • Ease of Transactions among businesses, individuals and the government.

  8. TECHNOLOGICAL INFRASTRUCTURE CARICOM Infrastructure here refers to the physical equipment and networking capabilities needed for an efficient system. The indicators under this theme seek to provide information regarding the infrastructure.

TECHNOLOGICAL INFRASTRUCTURE:Indicators and Justification CARICOM Indicators: No of computers in government offices relative to number of users Percentage of population owning or having access to a computer with an internet connection Type of communications network existing in government offices Justification: Seeks to measure the availability of computers in government offices and to the general public as well as the type of network existing in government offices, which is not sufficient can have implications for cost.

  10. EASE OF TRANSACTIONS CARICOM Refers to the time taken to transact business with the government and the ease with which this is done. Analysis of this sub-theme seeks to determine how ICT facilitates transactions among the government, individuals and businesses.

EASE OF TRANSACTIONS:Indicators and Justification CARICOM Indicators: Average time taken to register a birth (online) Average time taken to register a death Proportion of total birth and death registrations done online Proportion of government contracts for the supply of goods and services being advertised through an ICT medium (excluding television and newsprint) No of persons visiting or using the website weekly/monthly.

EASE OF TRANSACTIONS :Indicators and Justification (cont’d) CARICOM Justification: The length of time taken to register a birth or death can point to website being user friendly or not, easily understood, etc. The number of persons using the site can be used to justify its existence or the need to make adjustments depending on responses. The posting of contracts to be awarded using an ICT medium is an indication of the government embracing technology and also up keeping a fair, open and transparent process
