CHeFa-EA Members • Individual national associations: • Uganda Community Based Health Financing Association (UCBHFA) • Kenya Community Based Health Financing Association (KCBHFA) • Tanzania Network of Community Health Funds (TNCHF) • Open to other countries in Eastern Africa e.g. Rwanda, Burundi, Southern Sudan and the Horn of Africa. CHeFA-EA ’s Mission Facilitating community groups, individuals, institutions, organizations, health units and societies to mobilize resources for accessing quality health care by ensuring good governance and management, proper coordination of programs and advocacy.   5. CHeFa-EA’s Vision CHeFA-EA envisions being a “Highly competent and sustainable regional network supporting national networks in promoting health financing initiatives for a healthy and productive society in Eastern Africa.” CHF best practice WS, Golden Tulip Hotel, DSM

CHeFa-EA’s Mandate • dedicated to promoting community health financing in Eastern Africa • improving access to affordable and quality health care for all • bring together national CHF &MHIS networks • advocate for and promote community health financing • role of facilitating experience and information sharing on community health financing and promoting learning from best practices • be catalyst for speedy growth and development of the CHI movement in the Eastern Africa region. CHeFa-EA’s Organisation • Executive committee comprised of two members from each of the member national networks • The EC serves a period of 2 years • The EC is responsible for providing direction to and supervising the secretariat that was established in 2003 • The EC also ensures implementation of set programs and attainment of planned goals • EC gives a periodic feedback to the general assembly and to other key stakeholders including development partners. Internal Organisation and Operations • Existence of legally registered functional country networks is of paramount importance to CHeFA-EA • Two fully functional secretariats in Uganda and Tanzania. The Kenya one is operational since a few weeks. • The challenges include: • Inadequate documentation (from schemes); • Poor information flow at all levels; • Exchange and study visits not enough; • Lack of transport for the secretariat; • Weak organizational structure (relations need to be clearly defined); • Management information systems lacking both at national and regional levels; • Low technology and non functional website. CHeFA-EAEnvisaged Way Forward - next 5 years • Initiating new and strengthening existing relations with key stakeholders and partners; • Scaling the mobilization of resources both locally and internationally to enable the network function effectively; • Building / improving capacities for efficient and effective service delivery; • Establishing a publicity and advocacy agenda; • Establishing a research and development function; • Integrating HIV/AIDS, Malaria, TB and other epidemics, in CHI; • Incorporate other networks in Eastern Africa and collaborate with networks beyond Eastern Africa; • Developing an all round monitoring and evaluation system.
