  1. BE-TWIN Technical MeetingBrussels 15 June 2009 Simonetta Bettiol U.S.R. Veneto – Ufficio II° COD.ID:LLP-LDV/T01/2007/IT/188

  2. SESAMO is a TOI LdV project which exploits the results of: ECVET CONNEXION H.E.LE.N. B.E.A.TR.I.C. COD.ID:LLP-LDV/T01/2007/IT/188

  3. SCENARIO Student’s mobility in IVET system Learning context A Learning context B Qualification context B Qualification context A • Formal • Non-formal • Informal

  4. iter LLL ECVET: ‘ LLL and system focused on a person ’ Learning outcome* Formal Informal Formal non formal * knowledge, skill, competence

  5. A practical and concrete device aims at facilitating the transfer and the accumulation of learning outcomes of a person moving from one training context to another one and / or from one certification system to another one. ECVET A process which enables to describe methodologically a qualification in transferable units of learning outcomes and that can be accumulated (in knowledge, skills and competences) with associated credit points.

  6. ECVET CONNEXION OBJECTIVES The “ECVET CONNEXION” study, on the one hand, aims at analysing the IVET system in Europe from the angle of the training provision (nature, organisation, programs, offer delivering,…); on the other hand, at identifying the obstacles to the implementation of the proposed ECVET mechanism; and to formulate recommendations favouring its development.

  7. Consortium • The ECVET CONNEXION study has been lead from January 2006 to December 2006. • Association Nationale pour la Formation Automobile (ANFA – French training organisation for the Automobile Services Branch) • French Ministry of education, lead partners; • Central Administrations 13, • Regional Administrations, 3 • Sectoral Organisations 8, • Training Organisations 8, • Organisations specialized in VET analysis 5

  8. Analysis Technicality (Capability to match the technical specifications of the ECVET device). This condition is concerned with the necessity for all the IVET subsystems to adopt a “common grammar”. Flexibility of training pathways (Capability of training providers to propose and manage individualised training pathways). This condition is set of the individual mobility in different contexts with the recognition of learning outcomes.

  9. Autonomy of training centres (capability of training providers to mobilise the necessary resources, to take initiatives and conclude agreements). This condition underlines the necessity for the training providers to have a minimum autonomy to organise their training provision and to make agreement with partners. Permeability, mutual trust: (Capability to recognise the learning outcomes acquired in another context). This condition is concerned with the need of openness to mobility and to other learning contexts. They should accept the evaluation and the allocation of credit points given by partners and possess appropriate tools, in particular in the area of quality assurance, facilitating the development of mutual trust. Analysis

  10. Typology of IVET subsystems KNOWLEDGE-Directed Training is perceived as a preliminary period before active professional life, a time during which the basics are acquired, they will be used after, then employability will be built on this base. At the end of this period, the learner will face the complexity of real professional situation: the learner acquires skills and competences in the training centre / in laboratory situation, and the employer will adapt him to real-life situations. Employability of the learner is deferred

  11. Typology of IVET subsystems EMPLOYABILITY Training is based on occupation. Close association of professional groups across all stages of the process constitutes an essential element of the system. Companies are a key stakeholder of the process. Learners should be operational (capable of undertaking work) at the end of the training. Immediate employability of the learner is expected

  12. Typology of IVET subsystems ADAPTABILITY Training is focused on professional adaptability: the notion of occupation is wide. The occupation is considered as learnt after an adaptation period during which the acquired competences are verified. This contextualization takes place during the first employment. Employability of the learner is potential

  13. Typology of IVET subsystems COMPETENCES PORTFOLIO Training is focused on progressive and individual acquisition of qualifications. It is composed of autonomous modules which can be combined/ gathered depending on the circumstances, in order to fit to the requirements of employment/position held. The training pathway is composed of successive validation of the learning outcomes enriching progressively the competences portfolio of a learner. The employability of the learner allows him a “flexible” composition of a competences portfolio. Employability is constructed by assembling by the learner

  16. ADAPTABILITY

  17. PORTFOLIO OF COMPETENCES

  18. TECHNICALITY Propositions and Actions • Combination of the technical specifications of the ecvet system • Sharing of good practice • Works on the crucial importance of the units organization • Identification of the main receptive elements of systems to the implementation of ECVET

  19. TECHNICALITY in SESAMO AVAILABILITY OF CLEAR SEMANTIC MODELS

  20. FLEXIBILITY Propositions and Actions • Favouring recognised mobility and facilitating personalisation of the training • Favouring the implementation of training modules adapted to recognised mobility • Increasing the average period of geographic mobility • Facilitating the recognition of learning outcomes through mutual trust in evaluation • Making training organisations compatible with managed mobility

  21. FLEXIBILITY in SESAMO VETLINKS Web Platform It is a web tool designed for VET which: • facilitates the comparison between learning outcomes of training path belonging to different systems • makes it easier for training centers to manage mobility • helps to design modular training courses

  22. AUTONOMY Propositions and Actions • Developing the expertise of the stakeholders • Developing the expertise in the production of qualifications, in the area of evaluation and in the implementation of mobility projects • Training the training centres to the management of individualised training pathways

  23. AUTONOMY in SESAMO • Developing the expertise of the stakeholders • Simulation activities among training centres to manage training pathways in mobility 23

  24. PERMEABILITYPropositions and Actions • Building bridges across the systems • Making training offers compatible (access to writing methodologies, presentation and procedures of curricula development, exploitation of actual experimentations) • Developing networks of training centres • Appreciating and using the relations between the ECVET system and the existing European tools (EUROPASS, EQF, etc.) • Developing specific units devoted to mobility

  25. PERMEABILITY in SESAMO • Building bridges across the systems • Developing networks of training centres • Valorising the relations between the ECVET system and the existing European tools (EUROPASS, EQF, etc.) • Developing specific units devoted to mobility 25
