  3. Vision • CWIN envisions • a New Nepal • which is democratic, inclusive, just and prosperous to all and sensitive to the • Rights of Children • in a real Sense.

  4. Mission • To work as a resourceful national organisation • which aims to fulfill its historical responsibility by offering its services to ensure the rights of the child, especially for children at risk.

  5. Objectives • To mainstream child rights concept into the national development planning and programmes. • To develop indicators and mechanisms to monitor the implementation of the national law and policy in action. • To develop national child policy in collaboration with the government and other like-minded organisations. • To develop policy and mechanism for emergency humanitarian services, reconstruction and reintegration of children at risk including children affected by the armed conflict. • To strengthen capacity and mechanism of state, CSOs/NGOs and community organisations to ensure the fundamental rights of children, particularly the prevention, protection and social reintegration of children at risk.

Strategies • To strengthen advocacy skill and capacity to review and appraise national and international law and policy on child rights. • To explore ways and means in order to develop better and improved partnership with the government and state mechanisms to help promote and protect the rights of children. • To explore possibility and develop new mechanism for alliance building and networking among like-minded organisations from community level to district, regional and national levels in order to address the issues and problems and develop mechanism to monitor the implementation of the CRC and other child rights instruments.

Strategies … • To strengthen sustainable Child Helpline system to address the issues of children at risk and emergency humanitarian services in out of reach areas. • To review and restructure organisation and develop new mechanism in order to meet the challenges and strengthen its monitoring and implementation capacity. • To review and strengthen policy and concept for partnership, alliance building and networking with government, state mechanism, corporate sector and NGOs. • To explore and develop new avenues of partnership and networking with the community based organisations such as mothers’ club, users’ groups, community schools, teachers and parents, groups, kishori samuha and child clubs.

Component I: Advocacy in Action and Campaign • Continue ‘Advocacy Through Action’ to bring more progressive laws and policies on children’s issues • Mainstreaming Child Rights into the national development planning • Collaborate with the state machineries, GO-NGO-Pvt. Sector for Meeting National Target Goals • Conceptualisation and contexualisation of children issues on the basis of rights based approach. • Budget tracking on children’s issues – hold the authorities accountable • Sensitisation of law enforcing agencies

Component I: Advocacy in Action and Campaign • Monitoring of the CRC related Laws, Policies and Codes of Conducts developed by the government and CSOs. • National campaign: Building a New Nepal with Children • Children’s issue in the new constitution / make children’s voice heard in the process of constitution formulation • Campaign for Child Friendly School, Village and Municipality • Promoting Child Participation • Take forward issues such as: • Alcohol, tobacco and drugs • Trafficking and CSA/E • Protecting Children Online • Education for All and Quality Education • VAC/Child Abuse and Child Labour Exploitation • Children living with HIV • Develop child friendly approaches on the basis learning of working with children.

Component II: Research and Information • Increase CWIN’s role as resource or facilitating organisation to build up and empower community based initiatives on child rights • Upgrade CWIN Information System as the National Information Centre on the Rights of Children (Library, Data Base and Digitized Information and Dissemination) • Action and Participatory Research Work • Monitoring of the implementation of CRC and Other International Instruments • Set up Regional Resource Centres on ROC • Documentation (Print, Audio, Visual, Photographs etc.) • Publication (IEC, Reports, Books etc.) • Radio Programmes and Video Documentaries • Websites / Enews / E-groups (Increase technical knowhow) • Documentation of lessons learnt/ Impact and good practices • Knowledge Management

Component III: Child Protection and Helplines • Child Helpline System (1098 in all five Regions) • Contact Centres in at least 5 urban centres • Protection measures and support for child labour – Children in Transportation/ Street children/ Working girls/ Child Labour in …….. • Community mediation and justice system for juveniles (Advocacy for Juvenile Courts) • Socialisation and reformation of street children, juvenile delinquents, drug users. • Return, repatriate and reintegration of children at risk including trafficked survivors, victims of child sex abuse and exploitation , etc. • Monitoring of the international child adoption, child care homes, corporal punishment • Transit Centres for Girls and Boys • Psycho-social Counselling • Socialisation, Referral, Family Reunion, Social Reintegration, Follow-up • Emergency Humanitarian Assistance • ESP: Education of excluded children and drop-outs/pull-outs. • Networking and Alliance Building with concerned organisations and also in districts where children are taken for reintegration

Component IV: CZOP/Peace and reconciliation for Children • Monitoring of use of children in politics and violence for vested interest. • Continue CZOP/ SZOP campaigns • Workshop on Children in transitional justice within CWIN • Consultations with children in conflict and CAAFAG Recommendations for Peace and Reconciliation Commission (whenever formed- with regards to children) • Making children aware about the issue through IEC materials and orientations • Stakeholders’ meeting to discuss priorities for children’s issues in post conflict situations (NPC/line ministries/Donors) • Providing peace dividend for children • Return, repatriate and reintegration of children affected by the armed conflict.

Component V: Child Participation • Ensure Children’s participation in research, monitoring, planning and execution of plans of action (Children’s Forums in all Centres of CWIN) • CWIN Child Rights Forum (as Children’s Advisory to CWIN Board and Management) • Child Rights Forums in Schools in districts facilitated by CWIN – mandatory allocation of budget from all projects for activities with child rights forums • Kishor/Kishori Samuha extension in rural areas at least in CWIN working districts • Promotion of children's participation in national level (national laws, policies, decisions, etc) and in international forums • Organise children’s consultation in all districts if possible for their recommendations to formulation of new consituttion

Component VI: Youth Empowerment and Social Reintegration • Empowerment and self-reliance of youth and adolescent at risk including adolescent girls at risk. • Life Skills Training • Livelihood Skill Training • Vocational Training • Entrepreneurship / Small business set-ups • Micro-Credit and Saving Scheme • Job Placements • Economic Empowerment of young people (Aflatoun) • Adolescent (Kishor/Kishori) Training • Development of Peer Educators • Social Reintegration • Empowerment / Association – CWIN Youth Forum – link it with other youth groups • Follow up

  17. Component VII: Community in Action • Community Awareness and Conscientization on child rights and related issues (incl. ADD) • Training for Community Workers on child rights and related issues • Collaboration with Community Schools • Increase Community mobilisation/ collaboration and partnership/ Increase outreach • Find synergy between other community works and children’s issues including livelihood • Build contact and collaboration with community development organisations

Component VIII: Partnership, Networking & Alliance Building • Clarify stakeholders on CWIN principle of partnership and networking – Get into relations accordingly • Continue contacts with Friends of CWIN Groups • Networking Desk within CWIN • Strengthen Networks and Alliance Building • Organise orientations / trainings/ programmes for networks • Develop resource materials for networks • Exchange and exposure • Regular meetings with partners and network organisations • Apply CWIN Policies in all partnerships/alliances
