QUALITY INFRASTRUCTURE AND STANDARDS PROGRAMME (QUISP) Presented by Diana Kakwera Industrial Officer Ministry of Trade, Industry and Cooperatives
QUISP • Quality Infrastructure and Standards Programme (QUISP) is a five year Government programme that was initiated in 2010. • The Programme is under the Ministry of Trade, Industry and Cooperatives • Funded by Swedish International Development and Cooperation Agency (Sida) Trademark East Africa (TMEA) and the Government of Uganda
Main Objective • The overall programme objective is to; promote the use of quality infrastructure and standards so as to improve the competitiveness of Uganda’s products, processes and service delivery systems in domestic, regional and international markets
Specific Objectives • To develop a policy for standardization and review strategies for policy implementation (Component 1) • To Develop a comprehensive and effective legal framework for the implementation and enforcement of standards and quality control measures (Component 2) • To establish an effective coordination mechanism with clearly defined mandates and responsibilities for the different actors in the standards and quality area (Component 3)
Specific Objectives contd. • To rationalize the institutional set up of service providers for standards development, conformity assessment and measurement services (Component 4) • To enhance public awareness and quality products and best practices (Component 5)
Component 4 • Capacity development of service providers • Strengthening Capacity of government institutions that are concerned with standards • Training of SMEs on standards and assisting them to have their products certified • Providing 10 refractometers to private entities (last evening) • This is where the pineapple processors come in
Assistance that can be provided • Training on standards and quality issues to SMEs • Preferably done for a group of SMEs that produce the same range of products • Assistance to have products certified (financing)
Required • Write a proposal to the Ministry through MSP Ministry representative • Outline training needs in relation to quality and standards • Outline the products that need certification • Who you are • Production capacity • Market accessed and those you wish to access • Location • Membership of the organization
