Novak Energy efficiency Energy efficiency in Slovenia has long tradition from 1985 First regulation with air heat recovery obligation in AC come out in 1987 2002: New regulation on efficient use of energy in buildings has been published, based on EN 846 standard 2009: New regulation for efficient use of energy in buildings with EPBD requirements, including solar energy has been published, based on heating and cooling power limitation 2010: New regulation with inclusion of EPDB recast requirement has been introduced, based on energy used in buildings, based on EN ISO 13790 with Technical Guideline

Novak Energy efficiency Other accepted and published documents: 2008: National action plan for energy efficiency 2009: Rregulation on metodology for elaboration and draving up the buildings energy certificates 2009: Regulation on methodology and content of local energy plans 2009: Order on assurance of energy savings at end users 2010: Regulation on methodologies for determination of energy savings at end users. 2010: Regulation on cost division and calculations for heat in apartments and other buildings with more units

Novak Energy efficiency Regulation on efficient use of energy in buildings cover the all requirements of EPDB recast an limit the overall heat transmission coefficient and energy use in buildings for heating and cooling of apartment buildings and only for heating for public and commercial buildings. Integral part of regulation is also Technical guidelines with some 377 equations for the calculation procedure. In the regulation is also the obligation to use renowable energy in new buildings

There are many non official calculation codes for PCs, to give the designer possibilities to finish the calculation in time span available for the design. After the collapse of total building sector in Slovenia, the designer has very little jobs and regulations are more or less accepted, even many calculations and requirement are not real. On the other hand the design of passive houses, using the PHI rules and codes has been well accepted in practicised special for private investor.

  7. Subsidies and credits 4. German - Slovene Seminar: P. Novak Energy efficiency Slovenia EKOfund is supporting energy efficiency with public money. For 2012 the competition for the subsidies are published. Normally 25% of eligible cost are subsidized and this year first time exist the possibilities to combine subsidies and credit for one investment together. For new and old buildings is available 10.000.000 € For electric vehicles is available 500.000 € For public vehicles an CNG and biogas 300.000 € For crediting of energy efficiency and environment improvement of businesses with low interest rate three month EURIBOR + 1,5%, maximum is 80% of investment is provided 25.000.000 € and for citizens 5,000.000 €

  8. Real activities 4. German - Slovene Seminar: P. Novak Energy efficiency In the last year the activities in building sector has been minimized, because of economic crises. Only activities has bee on private housing , many of them decided to build passive type of building. In public sector some reconstruction of the schools and kindergarten with EU help was finished. In preparation are the renovations in hospitals (Celje, Koper) and in some schools. In last year many buildings owner invest in PV system (good financial support, installed capacity cca 45 MW)

Novak Energy efficiency Energy efficiency in private houses in Slovenia is under way to passive house quality Refurbishment of public or commercial building is a little behind, because of economic crisis Technology for energy efficiency is well known and present Design knowledge is good, except in the cases of public procurement . Lowest price kill the quality.
