  1. Scottish local government provides many of society's most valued services. • These services help children grow and learn, protect and care for the vulnerable, provide the essential day-to-day services that allow people to work, live in or visit our communities. • There are 32 directly elected Councils in Scotland and 1,223 elected councillors who are elected every 4 years. Local Authorities(Councils)

How Councils they get their funding • Revenue Support Grant: • This main source of local government income comes from the UK government via the Scottish Parliament and accounts for about 40% of the total revenue. • (In 2012/13 NLC Received £534,251,000 ) • Council Tax: • An amount of money paid by each household based on the value of the property. Each local authority sets its own council tax. (In 2012/13 NLC Received £123,804,000 ) • Non-Domestic Rates: Paid by businesses. This is set by the central government and is the same across the country. (In 2012/13 NLC Received £101,467,000 ) • Charges for Services: • Such as entrance to leisure facilities, housing rents. • The Sale of Assets: • such as council houses.

The 3 types of services that councils provide. • Mandatory - they must be provided by law - for example, primary and secondary education, and social work • Permissive - they do not have to provide these by law but usually choose to - for example, leisure centres and theatres • Discretionary - they may choose to allocate funds to specific projects or groups in that area - for example, providing an outing for children with special needs.
