Background • Different regulation for Commercial Air Transportation and for General Aviation are in place in Europe • but aircrafts w/o ADF exist whatever the state, the aircraft operation or the aircraft type • JAR OPS authorise operation w/o ADF provided operational assessment is conducted at operator level. • Navaid Infrastructure rationalisation is a key element and Eurocontrol is actively working in this area • Operators want to have a clear roadmap for the short term

Airborne Installation and Ground Infrastructure matching • Aircraft are evolving in different navigation environment from one country to another one. • NDB ground station density can be different, NDB approaches can be designed as overlay approaches or not and NDB infrastructure on large, medium or small airport may be different • Based on this present situation and before the end of the navigation infrastructure rationalisation, Is it possible to operate an aircraft w/o ADF without restriction? • The answer is clearly no, therefore: • a case by case assessment is necessary • aircraft operation may be acceptable for an airline operating only on large airport • whereas it may be unacceptable for general aviation aircraft if the aircraft is operated on multiple airfields with NDB approaches. • However we should find ways to progress and give a roadmap to airspace users in particular to determine • What operation can be done w/o ADF onboard • What operation cannot be done w/o ADF

  5. Proposed way to progressEnroute operation • Aircraft operation without ADF is possible for IFR Enroute operation provided : • A/C is equipped with at least a BRNAV system (e.g. IFR GNSS based system). • NDB navaid coordinates are promulgated in accordance with WGS 84 (or equivalent).

Proposed way to progressTerminal operations (SID/STAR) • Aircraft operation without ADF is possible for Terminal operation provided: • An RNAV system with GNSS positioning [1] approved for SID/STAR operation is installed. • Whole procedure is stored in the navigation data base • Procedure is published in WGS 84 (or equivalent) • If GNSS is the only positioning sensor, prediction of the FD (RAIM or FDE) availability is checked before the flight • Nav data base integrity is demonstrated: LOA or manual verification • Procedures (SID/STAR, initial and/or intermediate approach segment) could include holdings and racetrack patterns based totally or partially on NDB. [1] Note: NDB obstacle protection is respected with an RNAV system using GNSS positioning and when it is operated in “Terminal mode” (e.g. HAL=1Nm, CDI F.S +/- 1 Nm).

Proposed way to progressNDB Approaches without ADF • Aircraft operation without ADF is possible only if the procedure is published as an overlay approach and provided: • an RNAV system with GNSS positioning approved for IFR Approach operation is installed. • The whole procedure is stored in navigation data base • Prediction of FD (RAIM or FDE) availability is checked (RAIM or FDE) before the flight • Nav data base integrity is demonstrated: LOA or manual verification • If GNSS is the only positioning sensor, a non GNSS based approach is available at the destination or at the alternate • Operation without ADF is not possible if the NDB approach procedure is not published as an overlay approach procedure

Proposed way to progressApproaches (e.g. VOR, ILS) with missed approach based on NDB • In certain case, it is not possible to fly such approach without ADF onboard in particular due to the increase of crew workload and the human factor aspect (e.g transition from ILS or VOR system to RNAV system in a short time window). • This is particularly true if the aircraft is not equipped with a FMS. • As a summary, aircraft operation without ADF is possible on a case by case basis for approaches with NDB missed approach segment provided: • Terminal operation is approved • and human factor assessment guarantees that crew workload is acceptable (e.g. aircraft with FMS).

  9. Recommendation • Aircraft without ADF is a reality and the problem should be addressed ASAP • This problem requires a close coordination between EASA/JAA, Eurocontrol and ANSPs • PP 42 proposed criteria should be discussed and endorsed at European level in order to have a consistent way to address aircraft operation without ADF.
