Legislative History • SB 128 motivations • Privacy of Vital Records • Protection of budget • Benefit to HAVA • Better environmental controls for records • Bill amendments • Adherence to NCHS standards • Creation of IRB – funded by sales of new Heirloom Birth Certificate • Assurance of “access” to vital records by DHHS through Direct and Tangible language • Bill passed as trailer on budget bill – effective date was July, 2003

Since July, 2003 • Continued to provide ODS to DHHS EDW until May, when new format of 2003 revisions stopped data dump • Continue to issue daily bioterrorism reports • IRB not yet formed; but the intent is to direct all requests for confidential data elements to go through IRB • Working with architect for office relocation to Records and Archives Building

  4. Since July, Cont. • CNSI development of NHVRIN (New Hampshire Vital Records Information Network) • Migration of VRV2000 client/server app to .NET web application • April 19; Death went live • July 19; Birth, Marriage, Divorce and Fetal Death going live (along with business layer)

  5. NHVRIN Benefits • .NET application will be easily developed/maintained by inhouse staff • Software upgrades are no longer horribly expensive or problematic • User’s access will be greatly improved • Connectivity becomes less of an issue • Incorporation of OVS, NCHS standard revisions, NCHS/NAPHSIS use case modeling • Inclusion of certifying physician
