Maintenance of Effort (MOE) • A Key Requirement of S. 105 Program: Refers to level of Non-Federal (NF) expenditures for recurrent activities NF expenditures must meet or exceed last fiscal year’s total NF expenditures
If there are MOE issues . . . • If NF level of expenditures does not meet last FY’s MOE: • Grantee pays EPA for the shortfall before grant is closed out Or • EPA recovers federal funds awarded on the grant
A word about . . . • Recurrent Costs • Activities of a continuing environmental program • Non-recurrent Costs • Non-repetitive, unusual, or singular expense, not expected to recur in foresee-able future
