  2. Energy Air Quality • Purpose • Funding • State and Local Participation • Proposed Projects Handout

  3. Section 105 Match Requirements • Required Match: • Non-Federal: 40% Minimum • Federal: 60% Maximum • Match includes recurrent and non-recurrent costs

  4. Maintenance of Effort (MOE) • A Key Requirement of S. 105 Program: Refers to level of Non-Federal (NF) expenditures for recurrent activities NF expenditures must meet or exceed last fiscal year’s total NF expenditures

  5. If there are MOE issues . . . • If NF level of expenditures does not meet last FY’s MOE: • Grantee pays EPA for the shortfall before grant is closed out Or • EPA recovers federal funds awarded on the grant

  6. A word about . . . • Recurrent Costs • Activities of a continuing environmental program • Non-recurrent Costs • Non-repetitive, unusual, or singular expense, not expected to recur in foresee-able future

  7. One MOE Time . . . • How is the initial MOE calculated: -EPA approval of total costs (incl Fed/NF & recurrent/non-recurrent costs) -NF match = or > 40% -All non-recurrent costs approved by EPA -Remaining recurrent costs establishes initial MOE • Timely Award & Determining Actual MOE Level • 2nd Preceding Fiscal Year MOE • Final Financial Report
