ICAPS is a collaborative and comprehensive service delivery and automation effort between Coastal Economic Development Corp., Western Maine Community Action, Aroostook County Action, and the Maine Department of Labor. This system aims to streamline service delivery, minimize duplication of information, assess needs upfront, and build on existing computerized systems. With a holistic approach and family development case management, ICAPS focuses on assisting low-income families in achieving economic self-sufficiency.

Assumption 1 • To improve CED’s effectiveness, we need to focus on streamlining and removing barriers to service (within our agency). • Vertical, single purpose programs • Barriers between programs impede client’s ability to be successful • Change in focus from fitting people into our programs to fitting programs to meet needs Coastal Economic Development Corp.
