  4. STRUCTURE OF THE DIVISION FOR THE ADVANCEMENT OF WOMEN The Division for the Advancement of Women is managed by one General Director. “Now and Post 2015, Yes we Must.”

  5. MANDATE The Ministry’s mandate is to: • Ensure the provision of social welfare services to the population • Ensure the social protection of vulnerable groups (children, persons with disabilities, elderly, women and girls) • Promote gender equality • Promote women’s rights and the empowerment of women “Now and Post 2015, Yes we Must.”

  6. MINISTRY’S RESPONSABILITES AND THE STEPS INVOLVED IN THE ELABORATION AND REVISION OF THE NATONAL GENDER POLICY “Now and Post 2015, Yes we Must.”

PARTNERS The Ministry works in close collaboration with The First Lady and a divers range of technical and financial partners: • the United Nation System (UNFPA, UNICEF, UNDP, WFP etc.) • International organisations and institutions (EU, AU etc.) • Civil Society Organisations • Private sector • Traditional leaders The Ministry also works with other government ministries “Now and Post 2015, Yes we Must.”

ACHIVEMENTS • 2000: National Policy on the Advancement of Women • 2003: National Action Plan on Gender and Development • 2008: Evaluation of the National Action Plan on Gender and Development • 2014: Elaboration the main focus areas of the Strategy on Gender-Based Violence (consultations on regional and national levels) • Ratified and signed international and regional conventions (Recent example: 2014- International Convention on the Rights of Persons with Disabilities ) • 2015: National Symposium on Gender and Development for a national consultation on gender equality in order to revise the National Policy on the Advancement of Women and elaborate a new National Action Plan on Gender and Development • Recruitment of consultants for the elaboration of the above-mentioned documents • 2015: National launch of the Campaign Against Child Marriage “Now and Post 2015, Yes we Must.”

CHALLENGES • Revision of the National Policy on the Advancement of Women and the National Action Plan on Gender and Development • Elaboration of the Strategy on Gender- Based Violence • Elaboration of the National Policy on Social Protection • Advocacy for the ratification of the Additional Protocol of the Convention of the Elimination of all Forms of Discrimination against Women (CEDAW) (signed in 2000), SADC Protocol on Gender and Development (signed in 2008), Protocol to the African Charter on Human and People’s Rights (ACHPR) on the Rights of Women in Africa, Resolution 1325 etc. • Elaboration of a draft law on GBV • Implementation of the Agenda 2063 through Women’s Empowerment projects in partnership with the AU • Campaign Against Child Marriage (June-December) “Now and Post 2015, Yes we Must.”

PROMOTION OF GENDER EQUALITY:BUDGET 20156 • UNFPA: 300 000 USD Gender equality and empowerment of women (reproductive health) in 6 regions of Madagascar • UNDP : 642 612,49 USD Women’s Empowerment and advancement Projet • AFRICAN UNION: Currently under negotiation Revision of the Agenda 2063 “Now and Post 2015, Yes we Must.”

COMMUNICATION • Website and facebook • Production and dissemination of communication materials ( posters , leaflets, etc. ) Attend meetings / workshop / International Conference • National celebration theme days • Organization of workshops and training of trainers • Establishment of an interministerial committee • Publication of articles in newspapers • Issue and published story in television • Exchange of best practice between national and international ministries/ partners “Now and Post 2015, Yes we Must.”

FOR THE DEVELOPMENT AND UPDATE OF THE POLICY / NATIONAL STRATEGY ON GENDER PROBLEM FOUND MANY WORKSHOP/ MEETING AND UNLESS ACTIONS TO POPULATION ADOPTED SOLUTION REVIEW OF THE ANNUAL WORK PLAN PROPOSAL FOR ACTIONS WITH THE CONSULTATION OR VALIDATION WORKSHOPS “Now and Post 2015, Yes we Must.”

STRENGTHENING PARTNERSHIPS WITH DIFFERENT PARTNERS FOR IMPLEMENTATION ( TECHNICAL AND FINANCIAL SUPPORT ) • STRENGTHENING INTERMINISTERIAL COMMITTEE (FOR GENDER INTEGRATION IN THEIR RESPECTIVE MINISTRIES) • CONTINUE ADVOCACY WITH THE MAKERS AFTER 2015: PROMOTE GENDER SENSITIVE PROGRAM “Now and Post 2015, Yes we Must.”
