  2. EC-LXII provided guidance on: • User Focus to cut accross all WMO programmes • Need to expand Guidance (WMO No.49 Vol. IV, Generic Guidance on QMS) • Make good use of ‘‘pioneer work“ in AMP for related programmes such as MMOP, DRR... • Consider applying QMS principles in WMO Secretariat

Congress XVI supported Pilot Project for the Secretariat : • Demonstrate through business case that its application would result in net benefit, through a gap analysis • To complement existing management systems (such as RBM, ERM) with respect to Quality to form holistic system • Will render support to Members more effective and credible • Will ensure coherent, relevant and up-to-date WMO documents, guidance and processes

  4. Congress XVI welcomed the idea of: • “Twinning partnerships“ between Members with a well-developed system and those starting the process by Region (RAs) • Establishment of a services provider Register of trusted agencies for training organisations, consultancy andcertification bodies

Congress XVI welcomed the idea of: • WMO Guidance material continues to be expanded and improved • Establishment of a group from QMS practioners and Secretariat staff to continuosly review all components of WMO QMF • Consider implementing ISO 9004:2009 verses ISO 9001:2008 in the Secretariat; It provides guidance on organization’s continual improvement on perfomance, efficiency and effectiveness based on process-based approach.

  6. EC-LXIII requested • (i) the president of CAeM to establish Task Team on QMS Implementation • (ii) The second vice president of WMO Prof M Ostojski to be its focal point and ex-officio member of the CAeM TT

  7. Why and How CBS has a role to play: • Support of CBS needed because QMS QMS requires 'end-to-end' approach starting with Observation, Calibration of measuring instruments, Meta Data, Data processing then service delivery to meet customer requirements. • Former ICTT provided support to QM orientation in all Technical Commissions

  8. It is important to: • Review of all WMO regulatory documents and (Tech Regs and Manual) to check their suitability to be referenced by QMS • Continue to involve Tech Commissions like (e.g. CHy, CBS-WIGOS, CIMO etc) in this activity • Improve the WMO QMF web page to provide easy, interactive access to all guidance and regulatory material

  9. It is important to: • Ensure that QMF Website acts as “best practice model“ for Members wishing to implement organization-wide QMS • To provide support to WMO Programmes in establishing QMS • The support from Australian BoM on improving the website is essential
