Funding for BPA Task Orders flows from the agency with the requirement. Give Government Agencies the ability to: Access a pool of 20 well qualified vendors in the areas of energy conservation, reduced greenhouse gas emissions, and other energy related services Establish a vehicle to support various legislative mandates. 9

The CPES BPAs facilitate & support: An expeditious Task Order award process Competition takes place exclusively amongst the regional pool of 20 BPA Holders Any GSA CO or any warranted CO from a Federal agency can place a task order. In this scenario, the Industrial Funding Fee is the only fee that will be applicable for accessing these BPAs Both services and ancillary products may be acquired using one CPES Task Order. Products may be acquired using A FAR 51 Deviation ODCs Performance based task orders 10

This eliminates the need for Ordering Agencies to distribute and gather past performance questionnaires. Predefined metrics & the reporting processes that correspond with ARRA reporting requirements. QASP and Quality Control Plan Templates to ensure compliance thus reducing the administrative level of effort required for task order surveillance & risk mitigation efforts. Task Orders funded by various sources Sources may include both Recovery Act & Non-Recovery Act Funds. Scope Reviews and pre-award guidance for agencies who require support throughout the acquisition lifecycle from the CPES Program Management Office. 11

  21. Performance Based 20 BPAs were established regionally. Government has pre-defined, built in metrics and reporting requirements (addt’l requirements may be added at the task order level). Included the ability to “on & off-ramp” vendors. BPA Holders can earn the ability to perform service for an additional “option year” based on a predefined reporting and metrics collection process. Any GSA Contracting Officer (CO) or any warranted CO from a Federal agency can place a task order. Base Year: December 31, 2009 through December 31, 2010 Option Year 1: January 1, 2011 – December 31, 2011 Option Year 2: January 1, 2012 December 31, 2012 Option Year 3: January 1, 2013 – December 31, 2013 (optional based on performance) Option Year 4: January 1, 2014 – December 31, 2014 (optional based on performance) 24
