  4. Policy Context • Every local authority must develop a CYPP : ‘Children & Young People’s Plan’ showing how it meets Govt.’s priorities • Delivered through Children’s Trusts & partly by IYSS: Integrated Youth Support Services

  5. Policy Context • The Youth Service contributes towards all the 3 main elements of IYSS • Targeted Youth Support for ‘vulnerable’ y.p. • IAG: Information, Advice & Guidance • Universal services for all y.p.

Since 2007 ‘Aiming High’ local authorities have had a statutory duty, to work in partnership with the voluntary and private sectors, to provide: ‘Positive Activities’ / the ‘Local Youth Offer’ • 2 hours per week of sporting activity. • 2 hours per week of constructive activities • Opportunities to make a positive contribution through volunteering, including taking a lead on campaigning and fundraising. • A Safe and enjoyable places to spend time, including socialising with friends.

  9. Pre- Aiming High: a more ‘distant, ad hoc, relationship’ between the sectors

  10. New Labour / Aiming High Vision Voluntary & private sector ‘commissioned’ to play a greater and more harmonised role

  11. Conservative / Coalition Vision? Big Society Voluntary & private sector ‘commissioned’ to play a greater role, local authority workforce and budgets cut and delivery ‘outsourced’, volunteers required.
