  2. The Cotonou Agreement • Came into effect in 2003 • Aims • to promote and expedite the economic, cultural and social development of the ACP States • contribute to peace and security and to promote a stable and democratic political environment • reducing and eventually eradicating poverty

Article 8Political Dialogue • regular engagement in a comprehensive, balanced and deep political dialogue leading to commitments on both sides • contribute to peace, security and stability and promote a stable and democratic political environment • regular assessment of the developments concerning the respect for human rights, democratic principles, the rule of law and good governance

  4. Article 8Political Dialogue • In Eritrea • No effective political dialogue • No visible change or improvement on issues such as human rights and democratic governance • What’s the Commission’s assessment now?

Article 9Essential & Fundamental Element(s) • Respect for all human rights and fundamental freedoms, transparent and accountable governance are an integral part of sustainable development • Human rights are universal, indivisible and inter-related • democratisation, development and the protection of fundamental freedoms and human rights are interrelated and mutually reinforcing • The Partnership shall actively support the promotion of human rights, processes of democratisation, consolidation of the rule of law, and good governance

Article 9Essential & Fundamental Element(s) • In Eritrea • Human rights situation is appalling & getting worse • the country is ruled without a Constitution • National Assembly (Parliament) has not met since 2002 • Detention without any due process • EP & the Council made many statements on the deteriorating human rights situation

  7. Conclusion • The EU should demand and ensure that there is tangible improvement in human rights and democratic governance • EC’s Ambassador in 2006 said “It is not a democracy. It is far from a democracy. You can say it's a dictatorship under the presidency of president Isaias (Afewerki)” • Is that dictatorship dictating terms on matters relating to Eritrea?
