Payroll Clear Date Experience • During 2011 and 2012: • 45% of regional projects had a payroll clear date lead time that exceeded 6 months. • 28% of regional projects had a payroll clear date lead time of 3 to 6 months. • Probably more than 50% of all regional projects exceeded the 6 month closeout lead time goal due to delays in payroll clear dates.
New process: 16 days from Substantially Completed until contractor is e-mailed a list of issues.
New process: 44 days to notify and resolve issues with contractor and issue payroll clear date.
Lean Goals • 45% of non-megaprojects have closeout in 180 days after substantially complete. • 60% of non-megaprojects have payroll clear date in 60 days after substantially complete.
Weekly Payroll Review • Identifies and speeds resolution of labor compliance issues during construction • Eliminates payroll clear date as significant contributing factor for not closing out projects within 6 months for Substantially Complete
