Research into basic skills cohort shows one third very low and lowest literacy skills, two thirds low skills Concern that basic skills provision still largely focused on bottom third of cohort, ignoring top two thirds Usual model of promotion and screening uses deficit model - stigma Client group organisations and enrollers of other provision reluctant to introduce – embarrassment National Test in Literacy and Numeracy not being widely promoted or used – tutors protective of students Government targets reliant on nationally accredited learning Background

To develop a positive approach to recruiting top two- thirds of basic skills cohort To promote the National Tests to appropriate people To encourage a wide range of ‘recruiters’ to embrace this role and give them the skills to do so effectively, using positive language To encourage and reinforce the networked approach to providing learning opportunities To contribute to the target of 750,000 achievements by 2004 To provide a simple model, readily usable and transferable Objectives

Course Package for learners: Initial taster including practice test Short course with focus on individual brush up needs National Test 3 hour briefing module for ‘referrers’ Outline

Promotion campaign linked to Get On, with progression messages Course outlines and notes to form basis of: briefing sessions, tasters and short courses shared widely to inspire others to try approach flexible to allow for ready adaptation to different target groups, variety of contexts Collaborative review to share what works best Key Elements

  6. Partnership project with: ABSSU & LLSC Somerset – funders / developers, Somerset LP, FE Colleges, SIGN, TUC, UFI Discussion of idea, enthusing contributors, persuading ABSSU and LLSC Somerset to commit funding steering group, action plan, evaluation model Development of key elements, outlines, notes, slides Consultation, briefing trainers, adapting, appointing administrator, helpline Somerset Pilot
