OBJECTIVES • Enhance the quality of education • Contribute actively to a literate society • Contribute towards the personal development of each offender • Use education as a foundation for further development of offenders and life-long learning • Promote an integrated approach to education and training within the NQF • Provide diverse education opportunities to offenders that are needs- based and market related • Equip offenders with knowledge, skills and attributes necessary for self-reliance and good citizenship and • Promote community participation in order to strengthen and enhance the rehabilitation efforts of the department and the reintegration of offenders back into their communities

FOCUS AREAS/ PROGRAMMES Early Childhood Development (ECD): Is a programme offered by ECD Practitioners, in partnership with the National Department of Basic Education (DoBE), to babies and toddlers who are with their incarcerated mothers at the following Regions: Gauteng- 72 babies; FS/NC- 29; WC-27; LMN- 21; EC- 16; and KZN- 29. • 18 ECD practitioners (unemployed Community members) as well as (7) Parolees were recruited and are remunerated a stipend as a poverty alleviation initiative whilst on training with an intention of providing ECD programmes to babies and toddlers incarcerated with their mothers at identified DCS facilities. • The ECD qualification will empower these community members with a qualification equivalent to NQF L4 and 5 • Training by DoE has commenced in the following regions: Gauteng: 6 practitioners; KZN: 2 practitioners; WC: 4 practitioners; EC 3 practitioners and 7 parolees. 4

Pre- ABET • is a programme offered, in partnership with the Department of Basic Education (DoBE) to all offenders who are identified as illiterate and willing to participate in all the six Regions. • The DoBE assists DCS through the Mass Literacy Campaign project, Kha Ri Gude and Masifundisane in KZN. • Volunteers from the community are trained as Kha Ri Gude facilitators and are offering this service to DCS. • These volunteers are paid a stipend by the DoBE viz: Eastern Cape (EC) and Limpopo. • DCS Educationists present literacy programmes in Correctional Centres where Kha Ri Gude presenters are not available.

Adult Education and Training (AET) • Adult Education and Training ( AET) resorts under the Ministry of Higher Education and 97 centres are already accredited to offer this programme hence they have been assigned Examination Centre Numbers as sites, where both internal and external examinations can be conducted. • The programme (comprises levels 1-4) is offered on full time basis to both sentenced children and adult offenders. • DCS Educationists in partnership with the Provincial Departments of Education are presenting full time tuition at the identified 97 examination Centres. • The National Directorate of AET assisted DCS with the training of 42 Master trainers in the New AET Level 2 Curriculum. • This training is being rolled-out to all the Management Areas within DCS.

Further Education and Training (FET) • FET General, referred to as National Curriculum Statement (NCS), is offered in partnership with the Department of Basic Education (DoBE)on full time basis to both sentenced children and adult offenders at the following centres: Usethubeni (Durban-KZN); St Albans (PE); Emthonjeni (Gauteng); Voorberg (W/Cape). These centres are catering for the Grade 10 -12 needs of learners and are registered as fulltime National Curriculum Statement (NCS) centres with EMIS numbers. • This programme resorts under DoBE and tuition is presented by DCS Educators.

Further Education and Training (FET) NCV Cont. • FET Vocational, in partnership with the Department of Higher Education is offered on full time basis to both sentenced children and adult offenders. • FET Vocational refers to the National Certificate Vocational for levels 2 – 4. • The tuition is presented on a full time basis by DCS Educators and FET Partners. • In centres where there is great interest for learners to participate in programmes in large numbers, we are disadvantaged by lack of sufficient infrastructure to absorb them. • A centre like Thohoyandou with a high illiteracy rate among youth offenders has got only one classroom to be used for all education programmes, hence few of them can be absorbed in our programmes.

Computer based Training (CBT) • Basic computer literacy training is offered to offenders at identified resourced Correctional Centres viz; St Albans; Mthatha ; Kirkwood; Groenpunt; Pretoria; Leeuwkop; Modderbee; Ekuseni; Barberton ; Durban Westville; Klerksdorp ; Malmesbury; Pollsmoor; Voorberg & Brandvlei; • Also an ICDL programme is currently underway at the following Youth Centres: Barberton, Durban Westville and Leeuwkop involving 250 offenders and it is sponsored by the Presidential National Commission (PNC) to a tune of R750 000.00.

DIRECTORATE’S FUTURE PLANS • In our constant endeavours to render excellent services to our learners, the Directorate Formal Education has embarked on a project called “Centres of Specialization” where one Correctional Centre per Region was identified to operate as a full time school for National Curriculum Statement (NCS) implementation. This project is targeting Youth Centres to ensure that our offenders attend school on full-time basis and are exposed to quality learning and teaching. All four (4) Centres already mentioned above here are part of this process. For the medium term the Directorate intends to strengthen the Ekuseni Youth Centre and the New Kimberley Correctional Centres to function as Centres of Specialization as the prerequisite Infrastructure is already in place.
