Legal framework • Act No 93/1995 on Foodstuffs • Act No 55/1998 on Fishery products • Act No 96/1997 on Meat products • Act No 22/1994 on Control of Feed, Fertilisers and Seeds • Regulation No 106/2010 on implementing EU regulation No 882 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules • Tariff No 234/2010 on official control – MAST • Tariff of Local competent authorities (10)

Main principles • Regulation No 882/2004 has been implemented with regulation No 106/2010/IS • Tariffs for official control performed to ensure the verification of compliance with feed and food law • They shall not be higher than the costs borne by the CA and may take into consideration: • Salaries of staff performing the official control • Other costs related to staff, including housing, equipments, training, travel and similar costs • Costs relating to sampling and analysis • The need of businesses located in regions subject to particular geographical constraints

Main principles • They shall take into consideration: • The type of business concerned and relevant risk factors • The interests of businesses with a low throughput • Traditional methods used for production, processing and distribution • The need of businesses located in regions subject to particular geographical constraints • Fees for approvals and certificates shall not be higher than the costs borne by the CA • Expenses arising from additional official controls - FBO

  6. Inspection fees • In majority of cases inspections fees are in line with the minimum fee rates stated in Annex IV and V in regulation No 882/2004 • In some cases the minimum fees supersedes the main principle that fees shall not higher than the cost borne by the CA • Costs relating to official control are paid by the FBOs
