Partnering with CBCP/NASSA, NAMFREL, and PPCRV, LENTE aims to maintain the integrity of the count through quick count procedures. Mission of the Operations GroupLENTE Support LENTE’s objective of ensuring the credibility of the electoral process through a canvasswatch by: Recruiting , training and deploying lawyers, para legals and parang legals in all 80+ provinces, 103 cities and 1600+ municipalities during the counting period

OPERATION QUICK COUNT PROCESS FLOW Polling Place Precinct 1 Polling Place Chairman COURIER RECEIVING VERIFIER Precinct 2 Precinct 3 Verifier to compare the following: 1.Count at left side of ER with the total count in words. 2. Totals at ER vs. PTF If discrepancy found, record in the NAMFREL OQC Logbook which ER and positions contain unreadable or questionable entries and thus, were not tabulated in the OQC. Filed and segregate ER folder to designated boxes for encoding - National Vote - Party list Vote - Local Vote Transport collected ER to the designated Tabulation center (Ayala Alabang) Record received PTF/ER to the checklist indicating the actual number of voters, date and time received Collect ER and dispatch every 10 ER’s received Precinct 4 Precinct 5 Collect 6th copy of ER and attached to PTF folder. Rev. 01/ISD

OPERATION QUICK COUNT ENCODER/ READER Encoder to input data on computers specified, for; - National Vote - Party list Vote - Local Vote SECRETARIAT OFFICE REPORT FILING Segregate and file tabulated ER’s based on designated boxes. Transmit Tabulated data thru FAX/ E-mail based on scheduled time of transmittal. Update presentation data based on tabulated count Consolidate OQC Count Rev. 01/ISD

  6. Guidelines at Municipal/Provincial Levels • The ER will be the main document LENTE will use during canvass watch. If not readable, COVs will be made available (by PPCRV) • The ER’s will be made available to LENTE, but will remain in the custody of the Nassa/Namfrel volunteer • The originals or copies will be made available after Tabulations have been made, which is the priority activity • During the early part of the canvassing, the LENTE volunteer will be doing mostly monitoring and checking of returns for authenticity or tampering while waiting for the ER’s from Nassa/Namfrel • Nassa/Namfrel will make summaries of the ERs for easier monitoring • Nassa will be the local secretariat, and where not present, the designated IBP chapter
