  2. Transformed Sovereignty • global social, economic, security and environmental issues call for a transformed approach • globalization processes are ambiguous - increased global unification is coupled with increased local fragmentation → the concept of glocalization

  3. Europe of Regions • European integration creates supranational sovereignty, while decreasing the importance of nation state sovereignty • European regionalism as a specific form of European politics • Cross-border cooperation in Europe as a factor of transnational sovereignty

  4. European Cross-Border Cooperation • Outline Convention on Transfrontier Cooperation between Territorial Communities and or Authorities – Council of Europe, Madrid 1980 • Legal framework for cross-border cooperation

  5. European Cross-Border Cooperation • Open questions: Which law has precedence in the case of such entities? According to which law should these entities be constituted? • The Madrid Convention does not override national law, but it opens possibilities of transnational governance
