  1. Hazardous Materials Emergency Preparedness Grant

  2. U.S. DOT/PHMSA HMEP Grant~~~~~~~~~~~~~~~~~~~~~~~ The HMEP Grant Program operates on a 12-month performance and budget cycle that corresponds with the Federal Fiscal Year (FFY), and is reimbursement-based. The FFY begins on October 1st and ends on September 30th of each year.

  3. PURPOSE~~~~~~~~~~~~~~~~~~~~~~~ • Increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents. • Enhance implementation of the Emergency Planning and Community Right-to-Know Act (EPCRA) • Encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations.

  4. U.S. DOT Funding Award~~~~~~~~~~~~~~~~~~~~~~~ • Cal EMA submits a comprehensive application to U.S. DOT/PHMSA requesting a continuation grant each year. • U.S. DOT awards a Planning Grant and a Training Grant based on: • Number of 302 facilities filing in the state; • Population of the state; and • Highway miles within the state • NOTE: This formula allocation method may be changing to a competitive-based award

  5. PLANNING GRANT

  6. Cal EMA Sub-Award of HMEP Funds~~~~~~~~~~~~~~~~~~~~~~~ • Eligible agencies submit Planning Grant applications to their LEPC to review and prioritize, taking into consideration that larger sums may be necessary in specific areas with the greatest need. • LEPC’s forward selected applications to Cal EMA by the filing deadline – August 15th each year.

  7. ELIGIBLE PROJECTS (49 CFR 110.40)~~~~~~~~~~~~~~~~~~~~~~~ • Development, improvement, and implementation of emergency plans; • Exercises that test emergency plans; • Hazards analysis {Flow Studies}; • Response procedures for emergencies involving transportation of hazardous materials;

  8. Needs assessment for regional hazardous materials emergency response teams; • Assessment of local response capabilities; • Planning and conducting emergency response drills. • NOTE: Cal EMA sets Statewide Goals and Objectives, and priority is given to projects that support those efforts

  9. TRAINING GRANT

  10. Cal EMA Sub-Award of HMEP Funds~~~~~~~~~~~~~~~~~~~~~~~ • LEPC’s submit eligible HazMat Training needs to CSTI by January each year for the following grant cycle, taking into consideration that different types of training may be needed based on hazards and capabilities. • Students register for published classes • LEPC’s select students to receive available Training Grants

  11. ELIGIBLE PROJECTS (49 CFR 110.40)~~~~~~~~~~~~~~~~~~~~~~~ • Currently CSTI develops, certifies, manages, and delivers all HMEP-funded HazMat training and course instructors in California • Applications for HMEP Training Grants for eligible agencies to conduct training projects will be solicited as funds are available, and will be considered on a case-by-case basis.
