  1. Course A3-2907:Sectoral Workers’ Education Program with a Special Focus on MNEs Orientation and Objectives ILO/ACTRAV-Turin

Aims of This Session • Toconfirm the objectives, target outputs and timetable of this training programme; • To identify individual needs and goals of participants; • To make fine-tunings to the timetable and contents of the sessions as necessary; and • To decide topics for the evening IT lessons.

  3. Background • Globalization and its negative impacts; • Multinational enterprises; • ILO’s “Decent Work” strategies and international labour standards; • Private voluntary initiatives (framework agreements); and • Information technology.

  4. Basic Assumptions • Ensuring “decent work” in MNEs is a key to alleviating the negative effects of globalization; • GUFs play a key role in ensuring decent work in MNEs; • Implementation of ILSs, particularly core standards, is a key for the success of this endeavour; • Private voluntary initiatives (framework agreements) can have significant impact on promotion of ILSs at MNEs; • IT can greatly help GUFs advance their programmes; and • GUFs need skilful officers at the regional level who can: • Take strong initiatives in promoting ILS/PVI/FA in their region; • Strengthen regional communication networks among GUFs

Development Objectives This Course is aimed atcontributing to: • Improving technical skills and knowledge-bases of regional staff of GUFs; • Building up and strengthening a network among the regional organizations of GUFs; • Creating an environment for better co-ordinations among the regional organizations of GUFs in planning and implementing their activities/campaigns on common issues; and • Developing regional trade union policies and strategies on “decent work” and creating socially responsible corporate culture and behaviours of multinational enterprises in the region.

  6. Immediate Objectives By the end of this course, the participants will be able to: • Know more about other GUFs in the region – structures, staffing, affiliates, areas of interests and current priorities; • Deepen their understanding of “globalisation” with a special focus on its negative effects on workers and trade unions; • Understand the role of IFIs, WTO and MNEs on (in) the process of economic integration; • Fully understand the mechanisms of ILSs and how best GUFs can utilize the instruments; • Know the major international instruments for promotion and effective implementation of ILSs, particularly F.A.; • Recognise the potential of information technologies on empowerment of trade union movement and the available options for their adoptions; • Design a good project proposal.

  7. Target Outputs • More skilful GUF staff; • Work Plans; and • Regional Network of GUF Staff.

  8. Work Plan • Work Plan is: A project proposal that aims to address a specific problem(s)and to achieve a specific end result(s) for your GUF or affiliates; • The proposal should specify clear “objectives”, “target groups”, “outputs” and “activities”; • It must be implementable (consideration of various important factors, incl. a financial factor); • You are expected to implement the work plan;

Modality for Work Plan • Proposal of a project to be implemented by: • Individual GUFs; • Several GUFs jointly; and/or • All GUFs together. • Subjects must be directly linked with, or related to, the topics of the programme; • A model project proposal (SPROUT) should be used; and • Participants should start thinking about a topic of his/her work plan and writing an outline. • Presentation on Friday, 6 June

Special Computer Training Session • 17:30 - 19:00 at Computer Lab. 1 and 3 (Pav.M) • Lesson byan external collaborator (Mr. Scala) • To improve your computer skill; • Training menus: • Advance usage of e-mail and the Internet; • Creation of on-line community; • Creation and maintenance of a website; • Multimedia designs for on-line training materials.
