Purpose • All Surfacing personnel are required to complete the Vehicle Movement – Surfacing Competency Assessment. • This training presentation reflects the requirements of the Vehicle Movement – Surfacing procedure. The procedure describes the methods used to control mobile plant and/or vehicle movement on Surfacing (Spray Seal and Asphalt) work sites. • Please Note: Surfacing Truck Controllers are also required to complete the Truck Controller – Surfacing Competency Assessment. • ‘On site’ is defined as the area within traffic control signage. For sites without traffic control, it is the area cordoned off to the public.
On Site Supervision Only approved asphalt delivery trucks with current registration, insurance and drivers with a current licence are to be used. Where required the Fulton Hogan Front Line Leader will ensure: a) A site specific Vehicle Movement Plan (VMP) is developed. The VMP should include a mud map indicating site entry/exit points, work area, direction of traffic flow, speed zones, parking, marshalling, &designated truck tray cleaning areas. b) All relevant vehicles including tippers, sweepers, water carts, etc are issued with the site specific VMP. The Fulton Hogan Front Line Leader will ensure the Instruction for Truck Drivers is issued to all Tipper Drivers before tippers reverse on site. Please Note:Tipper Drivers that reverse on site without being guided by a Truck Controller may be removed from site. Such incidents are to be reported.
On Site Supervision Cont. The Fulton Hogan Front Line Leader will ensure: a) The Site Assessment & Induction record is completed; and b) All persons entering the Surfacing Worksite review and sign the Site Assessment & Induction record. The Fulton Hogan Front Line Leaderwill ensure: a) Tippers do not reverse on site unless guided by a designated Truck Controller. b) Truck Controller/s are appointed as necessary. Truck Marshalling Areas may be established as required,e.g. projects with limited access. Truck Marshalling Areas must be signed as such and truck drivers informed of their location.
On Site Supervision Cont. Where a Traffic Control Plan is required, the Fulton Hogan Front Line Leader will ensure a Traffic Control Plan that conforms to relevant State Road Authority requirements is implemented for the relevant workplace. The Fulton Hogan Front Line Leaderwill ensure traffic control signs and devices for the workplace are erected, maintained and removed as appropriate. Please Note: Records of inspections must be maintained. Records may include diaryentries, checklists and/or photographs/video. If any person on site is required to work within 5 metres of the side or rear of a Skid Steer Loader, the Fulton Hogan Front Line Leader will conduct a Skid Steer Loader Assessment and implement appropriate controls to separate personnel from the skid steer loader e.g. appoint a Skid Steer Loader Controller.
All Vehicles • All operators/drivers of mobile plant/vehicles must maintain the following clearances from ground personnel: a) 3 metre front & rear, and a 1 metre side clearance; and b) 5 metre side & rear clearance for Skid Steer Loaders. Exceptions are Paver from the paving crew and Material Transfer Vehicle from the Material Transfer Vehicle Controller. Please Note:If clearance distances are breached the operator/driver must STOP, soundhorn twice and wait for personnel to move outside the clearance distance. • Overhead obstructions (e.g. power lines, bridges, tree branches, etc) will be identified with yellow cones and negotiated safely with guidance.Guidance around overhead powerlines must be provided by an appropriately qualified Electrical Safety Spotter. Refer to Working Near to Underground or OverheadServices procedure.
All Vehicles Cont. Prior to any mobile plant or vehicle being moved from the parked position, the operator/driver mustensure a 360owalk around inspection of the mobile plant or vehicle is conducted to check forobstructions and ground personnel. Mobile plant and vehicles must obey designated speed signs. Unless otherwise signposted the maximum speed limit on any site is 25km/h. Please Note: Sprayers, tippers and multi tyre rollers on spray sealing jobs may be required to exceed 25km/h to achieve customer specifications. c) If clearance distances are breached the operator/driver must stop, sound horn twice and wait for personnel to move outside the clearance distance. When approaching parked or stationary mobile plant, operators/drivers must reduce speed to walking pace and be prepared to stop.
Reversing Vehicles With Restricted Rear Vision All vehicles with restricted rear vision must be guided when reversing. In NSW only, all restricted rear vision vehicles must be fitted with operational rear vision camera AND be guided when reversing. Vehicles with restricted rear vision include: -Water Cart -Shuttle Buggy -Tippers -Tack Coat Sprayer -Aggie Loader -Crew Truck -Sprayer -Service Van -Chip Spreader -Suction Sweeper and any other vehicle with restricted rear vision.
Reversing Vehicles With Restricted Rear Vision Every effort should be made to ensure Vehicles with Restricted Rear Vision avoid unnecessary reversing on site. The direct reversing path of any Vehicle with Restricted Rear Vision is an Exclusion Zone. No personnel are allowed in an Exclusion Zone while the Vehicle with Restricted Rear Vision is reversing. Overhead obstructions (e.g. power lines, bridges, tree branches, etc) will be identified with yellow cones and negotiated safely with guidance.Guidance around overhead powerlines must be provided by an appropriately qualified Electrical Safety Spotter. Refer to Working Near to Underground or OverheadServices procedure.
Reversing Vehicles With Restricted Rear Vision Cont. Truck Controllers only are required to wear a Road Authority approved Yellow/Greenfluorescent safety vest or clothing. Retro-reflective vests/clothing must be worn at times of low light & night works. For Asphalt Laying, tippers must NOT reverse on site unless guided by a designated Truck Controller. For Spray Sealing only. Tippers and sprayers must NOT reverse on site unless guided by a designated Truck Controller, OR a documented assessment has been undertaken and appropriate control measures implemented. The cockerel box operator is classed as the Truck Controller for their tipper.
Reversing Vehicles With Restricted Rear Vision Cont. In case of emergency, Truck Controllers will sound a pea/sport whistle as a warning to ground personnel and emergency stop for tipper and mobile plant operators. All other Vehicles with Restricted Rear Vision under the control or responsibility of Fulton Hogan must NOT reverse on site unless guided by a Fulton Hogan employee (Spotter).The Spotter is not deemed a Truck Controller. Personnel guiding Vehicles with Restricted Rear Vision will communicate with drivers using positive hand signals and/or two-way radio. Fluorescent or light activated hand held batons (red indicating stop, green indicating slowly) may also be used. Please Note: Drivers of Vehicles with Restricted Rear Visionareto commence reversing only when instructed to do so and must STOP if positive communication/guidance is lost or not being given.
Reversing Vehicles With Restricted Rear Vision Cont. After discharging the contents of the tipper body/tray, the Truck Controller will communicate with the driver to: a) Move forward a safe distance and stop; and b) Fully lower the tipper tray/body before moving away to a designated area to clean the truck tray/body.
Ground Personnel All ground personnel must maintain a: a) 3 metre front and rear clearance and a 1 metre side clearance from moving mobile plant and vehicles; and b) 5 metre side and rear clearance from Skid Steer Loader/s. Ground personnel MUST NOT walk between the discharge point and areversing tipper. No ground personnel are to be located in the direct reversing path of reversing Vehicles with Restricted Rear Vision. Ground personnel required to enter a clearance or reversing exclusion zone must: a) Make positive contact with the driver/operator; and b) Ensure the relevant mobile plant is stopped prior to entering the clearance or exclusion zone.
Ground Personnel Cont. In accordance with relevant state Road Authority guidelines, all ground personnel must maintain the appropriate clearance distance from passing traffic. Where the clearance distance can not be achieved or maintained a Qualified Traffic Controller must be engaged to stop traffic where necessary. Personal mobile telephones must not be used by Fulton Hogan employees for anypurpose during working hours, except on authorised breaks. Personnel using a mobile phone must move well off the road to a footpath/road verge and well away from moving mobile plant and vehicles. MP3 players, radios and other music devices are not permitted to be used on site.
