Mitigation Grant Programs Flood Mitigation Assistance (FMA): The FMA program provides funding to assist in implementing measures to reduce or eliminate the long-term risk of flood damage to structures insurable under the National Flood Insurance Program (NFIP). FMA was created with the goal of reducing or eliminating claims under the NFIP. FMA is a pre-disaster grant program.

  3. FMA FY 2007 Priority The FY 2007 FMA priority is to reduce the number of repetitive loss structures; however, it may be used to fund eligible, cost effective flood mitigation activities to any property currently insured by the NFIP whether repetitive loss or not.

  4. Allocations • Planning- $264,200 • Projects- $2,764,080

  5. Eligible Sub-Applicants • State-Level Agencies • Federally and State Recognized Indian Tribal Governments • Local Communities • Private Non-Profit (PNP) organizations are NOTeligible sub-applicants • To be eligible for project grants, an eligible sub-applicant must have a FEMA approved Flood Mitigation Plan (FMA Plan)

  6. National Flood Insurance Program (NFIP) If Sub-applicants have been identified through the NFIP as having a Special Flood Hazard Area, and a Flood Hazard Boundary Map or Flood Insurance Rate Map has been issued for their specific jurisdiction, they must be participating in the NFIP and not on probation, suspended, or withdrawn from the NFIP to be eligible for the PDM program.

  7. Eligible Activities • Acquisition of insured structures • Elevation of insured residential structures • Elevation or Dry-Floodproofing of insured non-residential structures • Minor flood control projects • Planning activities that develop a FEMA approved Flood Mitigation Plan

  8. Ineligible Activities • Major Flood Control projects • Dry Flood proofing of residential structures • Demo/Rebuild projects • Phased or partial projects • Maintenance or repair projects • Generators or related equipment

  9. Funding Limits • Planning Grants • NOT more than once every 5 years • $150,000 to any State agency applicant • $50,000 to any community applicant • Project Grants • Will not exceed $3,300,000 to any community during any 5 year period

  10. Cost Share • FMA is provided at a 75% federal and 25% non federal cost share • NOT more than 50% of the non-federal share can be provided from in-kind services

  11. Pre-Award Costs • Sub-Applicants may be reimbursed for pre-award cost for activities directly related to the development of the proposed FMA activity. Activities may include: • Workshops • Meetings • Data Collection (Planning Grants) • Development of BCA • Environmental/Historic Preservation data and documentation • Engineering Design (Project Grants) Pre-Award Costs must be identified as a separate line item in the cost estimate

  12. Application Process • Applications for FY 2007 FMA funds must be accepted by January 30, 2007 11:59pm • Sub-applicants must use FEMA’s eGrants system to submit their applications • Any supporting documentation that cannot be electronically submitted should be provided hard copy

  13. Performance Periods and Extensions • The recommended performance period for FMA sub-grants is 2 years • FMA planning sub-grants are limited by statute to a period not to exceed 3 years • The Regional office may extend the performance period for up to 1 year

  14. Scope of Work Changes Requests for changes to the Scope of Work (SOW) after award of FY 2007 FMA funds may be permissible as long as request are received at the FEMA Regional office prior to September 30, 2007

  15. Quarterly Reports • The Sub-Grantee shall submit quarterly reports for each grant award, via the eGrants system by the following dates: • March 31 • June 30 • September 30 • December 31

Mitigation Grant Programs Repetitive Flood Claims (RFC): The Repetitive Flood Claims provides funding to reduce or eliminate the long-term risk of flood damage to structures insured under the National Flood Insurance Program (NFIP). RFC grants are to be awarded on a competitive basis and without reference to state allocations, quotas, or other formula-based allocation of funds. Only acquisition of insured properties is eligible. All RFC grants are eligible for up to 100 percent Federal cost assistance if the community cannot meet the requirements of the Flood Mitigation Assistance (FMA) program because they cannot provide the non-Federal cost share, or do not have the capacity to manage the activities.

  20. Eligible Activities • Acquisition of insured structures for any property that has one or more claim payments for flood damages • FEMA will select the most cost effective properties as demonstrated through a Benefit Cost Analysis (BCA)

  21. Cost Share All RFC grants are eligible for up to 100 percent Federal cost assistance if the community cannot meet the requirements of the Flood Mitigation Assistance (FMA) program because they cannot provide the non-Federal cost share, or do not have the capacity to manage the activities. The Sub-Applicant must provide certification (i.e., signed letter or other document from an authorized government official) that they cannot meet the non-federal cost share and/or they do not have the capacity to manage the proposed activities.

  22. Pre-Award Costs • Sub-Applicants may be reimbursed for pre-award cost for activities directly related to the development of the proposed RFC activity. Activities may include: • Application development for RFC grants • Development of BCA • Environmental/Historic Preservation data and documentation Pre-Award Costs must be identified as a separate line item in the cost estimate

  23. Application Process • Applications for FY 2007 RFC funds must be received by January 30, 2007 11:59pm • Sub-applicants must use FEMA’s eGrants format to submit their applications (hard copy) • Original plus 2 copies

  24. Benefit-Cost Analysis (BCA) Sub-applicants are required to perform a BCA for each property, including repetitive flood loss and substantially damaged properties.

  25. National Ranking and Selection • FEMA will rank all eligible project sub-application on the basis of the greatest savings to the National Flood Insurance Fund as demonstrated by the verified project aggregate BCA • Eligible project sub-applications not selected for RFC grant awards during the FY 2007 cycle will be placed on a waiting list and may be considered for RFC grant awards during the FY 2008 RFC program funding cycle

  26. Performance Periods and Extensions • The performance period for RFC grant awards will be no more than 2 years from the date of award • The Regional office may extend the performance period for up to 1 year

  27. Scope of Work Changes FEMA may not consider changes to the Scope of Work (SOW) between the close of the application period and the completion of the selection and award process, and no changes will be approved for cost overruns after award. Requests for changes to the SOW after award are permissible as long as they do not change the nature of the activity, the feasibility and effectiveness of the project, or the Benefit Cost Ratio.

Mitigation Grant Programs Pre-Disaster Mitigation (PDM): The PDM program will provide funds to states, territories, Indian tribal governments, and communities for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event. PDM grants are to be awarded on a competitive basis and without reference to state allocations, quotas, or other formula-based allocation of funds.

  31. Purpose • The PDM program provides a significant opportunity to raise risk awareness and reduce the nation’s disaster losses through pre-disaster mitigation planning and the implementation of feasible, effective, and cost-efficient mitigation measures. • The PDM program provides funding to reduce loss of life as well as damage and destruction to property from natural hazards.

  32. Authorization and Appropriation • Congress has appropriated $100 million for competitive grants, technical assistance, and program support for the Fiscal Year (FY) 2007 PDM program. • Total State cap on Federal share is $15M in any year • FEMA will ensure that a State will receive no less than $500,000 for sub-application(s) within the State that meets all eligibility requirements.

  34. Planning Requirements All Applicants & Sub-applicants must have a FEMA-approved hazard mitigation plan by the application deadline, to be eligible to receive project grant funding under the PDM program in accordance with 44 C.F.R. Part 201.

  36. Benefit-Cost Analysis (BCA) Sub-applicants are required to perform a BCA for each property, including repetitive flood loss and substantially damaged properties.

  37. Award Process For each State, FEMA will select for further review the highest scoring eligible sub-applicants from each State in order until the projects and/or plans within a State are no less than $500,000.

  38. Award Process cont. • All remaining eligible sub-applications will be reordered and, the Approving Federal Official shall select the highest scored eligible planning and project sub-applications for further review, in order, up to the remaining amount of funds available for the program. That is unless a sub-application is justified for selection out of rank order based upon one or more of the following factors. • Availability of funding; • Balance/distribution of funds geographically or by type of recipient; • Duplication of sub-applications; • Program priorities and policy factors; and • Other pertinent information.

Mitigation Project Activities cont. • Hydrologic and Hydraulic studies/analyses, engineering studies, and drainage studies • Vegetation management • Protective measures for utilities; water and sanitary sewer systems and/or infrastructure • Storm water management projects • Localized flood control projects

  43. Ineligible Activities • Major flood control projects • Water quality infrastructure projects • Reconstruction (demolition/rebuild) projects • Generators and related equipment • Flood studies or mapping

  44. Funding Limits for Individual Projects • Mitigation planning: $1M cap on Federal share • Mitigation projects: $3M cap on Federal share

  45. Cost-Share • 75% Federal cost share • 25% Non-Federal

  46. Application Process • PDM grant applications must be submitted to the State no later than January 12, 2007 11:59pm • Applicants must use the electronic grants (eGrants) management system to submit a PDM grant application to include planning, and project sub-applications

  47. Performance Period/Extensions • Performance periods shall not exceed 3 years from the date of the award. • Requests for a period of performance extension must be submitted in writing to the State Hazard Mitigation Officer and must be supported by adequate justification in order to be processed.
