  6. GISP • Rationale • Need to exploit ICT for greater productivity, efficiency & transparency • Need to prioritize annual budgetary allocations for ICT projects • Need to clearly define ICT role in economic and corporate governance

The CICT Mandate • Executive Order No. 269 created the Commission on Information and Communications Technology (CICT) as the primary policy, planning, coordinating, implementing, regulating, and administrative entity of the executive branch of government that will promote, develop, and regulate integrated and strategic ICT systems, and reliable and cost-efficient communication facilities and services.

ON THE CICT • CICT is directly under the Office of the President of the Philippines • The lead government agency for ICT development in the country (Executive Order No. 269, s. 2004) • Headed by a Chairman and assisted by Commissioners • Strategic pillars are information infrastructure, human capital development, strategic business development and e-government development

  12. eGovernment Portal • Objectives • Design & establish a citizen-centric & eServices-focused online portal • Create an online “one-stop-shop” for accessing government information and services • Provide a convenient, easy and SEAMLESS way for the general public to transact electronically & do business with the government

  13. eGovernment Portal The e-Government Portal Project involves the design, development and establishment of a web-based mechanism that would enable government to deliver its frontline services and publish pertinent information online for the benefit.

  14. eGovernment Portal e-Payment Gateway Facility: • On-going payment gateway customization • Finalized MOA with Bancnet and NCC (30 Mar. 2007)
