General organisation • The objective of the Energy Efficiency workshop include: • • to establish a direct bridge and knowhow transfer between regional • entities on energy efficiency (ΕΕ) tools, planning, policies and reforms, facilitating the drafting of a roadmap for regional energy efficiency policies • • to promote best practices, capacity building, awareness and the establishment of a vocational training centre • • to recommend approaches for increasing regional coordination on EE.

Governance / Mandate / Collaborations The Common Market for Eastern and Southern Africa (COMESA) was established in 1994, 19 countries The aims and objectives include to facilitate the removal of the structural and institutional weaknesses of member States so that they are able to attain collective and sustainable development through regional integration. On energy, the Treaty provides that “the member States undertake to co-operate in the joint development and utilization of energy resources including hydro, fossil and biomass The Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) was officially launched in 2009, currently 8 regulators, the number will increase to 10 in November 2015 Objectives include capacity building and information sharing, facilitation of energy supply policy, inter regional cooperation; and regional energy regulatory co-operation

Strategies / Programs / Activities Strategies include: • wining political support for the commencement of a regional platform, there is a need and urgency of a well-co-ordinated region wide energy efficiency labelling programme to be equally embrace by all COMESA countries • seeking collaboration with partners and collaborators, donors and relevant regional and international institutions associated with energy efficiency for maturing a fully-fledged programme. Activity: currently RAERESA is in the process to adopt a report on the status of environment and energy efficiency in the electricity sector in the COMESA region

  5. EE Outcomes & Results • RAERESA is just starting a region wide programme on energy efficiency • Dedicated Portfolio Committee on Energy Efficiency was established to deal with all RAERESA’s energy efficiency issues

  6. EE Future Plans Future Plans include • proposal for a region wide energy efficiency and labelling programme for selected households and industrial appliances and equipment • identify well organized standards and efficiency testing laboratory / among COMESA Member States to serve as a standard and testing centre for the COMESA wide energy efficiency labelling programme • develop/ adopt minimum efficiency standard for selected appliances and equipments

  7. Recommendations / Proposals for an EE Regional Coordination Approach • Recommended approaches for increasing regional coordination on EE include: • • joint implementation of identified energy efficiency activities • • using some appropriate methods such as twinning arrangements, sharing of best practices between the most advanced and less advanced and common training programmes;
