The International Data Service Center (IDSC) at IZA • IDSC is IZA's organizational unit whose purpose is to serve the scientific and infrastructural computing needs of IZA and its affiliated communities • IDSC is dedicated to supporting all users of data from the novice researcher to the experienced data analyst • IDSC aims at becoming the place for economically minded technologists and technologically savvy economists looking for data support, data access support and data services about labor economics

Historical Background • In the 1990s, the data infrastructure in Germany lagged behind in various aspects: • Lack of co-ordination between data collecting institutions and scientific users • Extensive privacy protection provisions • Restrictive information policy of government agencies • Growing demand for empirical data • Growing demand for evidence-based policy making • Micro data of crucial importance for internationally competitive economic research • How to improve this situation?

  4. Important Milestones • Concept of a “factual anonymization” becomes accepted:Result of a large-scale research project on anonymization of micro data (Hauser/Müller) • Memorandum by R. Hauser, G.G. Wagner and K.F. Zimmermann:“Erfolgsbedingungen empirischer Wirtschaftsforschung und empirisch gestützter wirtschafts- und sozialpolitischer Beratung” (IZA DP No. 14) • Intensive debate seeded:How to improve the data infrastructure in Germany? • Commission of the Federal Ministry of Education and Research: “Commission to improve the informational infrastructure by co-operation of the scientific community and official statistics” (KVI)

From IdZA to IDSC • The KVI made several recommendations on how to improve the informational data infrastructure in Germany • Several research data centers and data service centers have been organized based upon these recommendations • But only one representing labor economics: IdZA (IDSC's predecessor) • Successful evaluation of the first 3 year long pilot phase • Second phase of financing awarded to IZA (2008-2010) • IDSC in its new form represents IZA's reinforced commitment to the field

IDSC’s Situation at Present • IDSC offers a wide range of services for researchers and raises the quality standard in data access and data processing • Standardized electronic documentation • Systematic documentation of data sets in English • Intermediary between the data protection interests and the research community‘s interest • Job Submission Application (JoSuA):IDSC has developed a special software program for controlled remote data processing • Successful co-operations with several renowned national and international research institutions (IAB, ROA, IQB, GESIS, DANS) • Continuous expansion of available data sets: Recent additions include data from the IQB, such as the PISA studies • Red Cube Seminar: Forum for high-quality technology presentations

  7. IDSC Scientific Advisory Board • Composition: • Prof. Dr. Rainer Winkelmann, Univ. of Zurich, Head Advisory Board • Prof. John M. Abowd, Ph.D. Cornell University • Prof. Dr. Ulrike Rockmann, Statistisches Landesamt Berlin-Brandenburg • Prof. Dr. Joachim Wagner, Univ. of Lüneburg • Prof. Christian Zimmermann, Ph.D. University of Connecticut • Role of the board: • Advisory in nature • Aim: Keep IDSC close to the needs of the scientific community • Add the „external perspective“ • Additionally: IZA Data Committee to cover technical, technological, legal, ethical and educational aspects

Perspectives of IDSC • Broaden range of services • Further increase quality standards in data documentation • Continue expansion of available data sets • Foster national and international co-operations • Establish Red Cube Seminar as a complement to seminars offered by IZA IDSC is a cornerstone of IZA‘s visionas a virtual research institute
