Targeted Mental Health in Schools • Funded by the DCFS this project aims to: • Transform the way mental health support is delivered to children age 5 to 13, to improve their mental well being and tackle problems more quickly • The remit is to develop innovative ways of bringing mental health expertise into schools and to use the available evidence base to deliver the best support to children and families
Rationale for the Project – for children • Children learn better and achieve more when they are feeling mentally secure and healthy, and have the skills to deal with emotional challenges • The incidence of mental health problems has increased since the 1970s – but we know more than ever how to address these problems given the right skills and the right approach • The sooner problems are dealt with the better the outcome is likely to be for the child and family
Aims • Success of programme seen as improved outcomes for: Children, young people and families: • Improvements in the mental health of children, young people and families • Improvements in attendance, behaviour and attainment • Improvements in parents/carers ability to effectively parent their children
Background • 1st Phase Pilot 2008/9 • Newcastle is part of the 2nd phase 2009/10 • Funding • £220K 2009/10 • £150K 2010/11 • Requirements • Work with 2-3 school clusters • Schools must be involved with SEAL • Use Project Management approach
Newcastle Proposal • Project Governance through NEIP and CAMHS Partnership • Stakeholders (including schools) wrote the proposal and Project Plan • Stakeholders and NEIP agreed the 3 possible clusters as: • Walker (SEAL) • All Saints (SEAL • Walbottle (pilot site for transitional support)
Story so far • All 3 School clusters have agreed to be involved in the project and have created cluster groups to identify their needs • The Project Team has been established, has written the Project Initiation Document and will manage the project • A part time project Manager is in place and an advert for a full-time secondment will go out this week. • Project Team will manage the process but the School Clusters and Joint Health Commissioning Manager will make the procurement decisions • The schools have begun planning for the National Evaluation • We have agreed a local evaluation method
Scope of the Project • The project will be delivered into 3 school clusters (total of 21 schools). • The project will use a whole school approach • For direct intervention there must be a highlighted vulnerable child aged between 5 and 13 years with a focus on those up to Y4 • The child must be on roll at one of the targeted schools • Interventions must build on existing SEAL • Interventions must be evidence based and targeted to achieve one of the 3 Project objectives
Schools Identified Needs - Training • Training for all school staff on mental health awareness to enhance our capacity to manage children with mental health difficulties • Training for Targeted staff with a focus on nurture, building resilience in children and identification of children with mental health needs • Training for school staff on a range of strategies for supporting children whose mental health issues lead to difficult behaviour in school settings • Training for school staff to support anxious/stressed children • Training for targeted staff to support children who have suffered loss – bereavement, family separation etc
Schools Identified Needs – Services 1 • Access to a family support service that will offer practical family support to families under stress where mental health and functioning of the family are at risk • Parenting support and parenting training specifically for parents with mental health problems where their mental health impacts on their childs wellbeing • Increased access to Specialist mental health services that are able to assist in the identification and formulation of mental health difficulties, that can signpost appropriately, are available and easily accessible and work preventatively and in an early intervention model providing direct assessment and treatment where necessary
Schools Identified Needs – Services 2 • Access to services to support children who are suffering loss – bereavement, family separation etc • Support for children who are at risk of developing mental health difficulties at the point of transition to high school • Parental support for parents adjusting to the impact of a mental health diagnosis such as ASD or ADHD given to their child • Parental support to families who are difficult to engage due to the nature of their mental health issues

Process • The process will be run through the Pro Contract Portal – no hard copy or email submissions • The services will be secured through a Request for Written Quotation (RfWQ) • There will be 2 opportunities to quote for Phase 1 TAMHS Training Delivery Phase 2 TAMHS Service Delivery
What will I have to complete ? • Your Method Statement against our specification at Part 1 - Appendix 1. • no more than 2000 words • Please note – keep within the prescribed wording limit. • Contractors Evaluation Questionnaire • If you have completed and submitted one of these for any previous tender / quotation in the last 12 months only complete sections G (Technical) and I (References) • 3 Questions in section G, maximum 500 word response
Evaluation Criteria • Demonstration of ability, capacity and experience • Assessment made against Contractor Evaluation Questionnaire sections G (Technical), and I (References) - 30% weighting • Strength of proposals to comply with the Council’s Specification • Evaluation made on Method Statement submitted in response to Request for Quotation, specifically PART 1 Appendix 1 - Specification - 50% weighting • Pricing proposals • Evaluation made by comparison of pricing submissions - 20% weighting
Timescales • Upload and access to documentation 24th June 2009 • Deadline for submissions 10th of July 2009 • Evaluation panel meets 14th July 2009 • Clarification meetings if needed w/c 20th July 2009 • Notification of award w/c 3rd August 2009 • Service Commencement subject to agreement with schools on or afterSeptember 14th 2009
