Government/Cabinet • Washington set up a “cabinet” of 4: Thomas Jefferson, Alexander Hamilton, Henry Knox, and Edmund Randolph • Their role is to advise the president on any matters he may ask them to relating to the duties of each members respective office, including the Vice President • The members are nominated by the President, approved in the Senate by majority vote, but the President can remove any member at will

Judiciary Act of 1789 • Signed by George Washington on Sept. 24th, 1789 during the 1st session of Congress, this Act established the judicial court of the US (as in Supreme Courts) • Left Congress to create lower federal courts • Written mainly by Oliver Ellsworth • Established structure & jurisdiction of Federal Court system & created the Attorney General • Basic outline created then is still in place today

Hamilton’s Financial Plan • Dealt with the financial problems after American Revolution that included: state debt, inflation, and economic depression • The economy was a major factor in Constitutional Reform • Alexander Hamilton, the treasury secretary, made a plan to help America financially that included • The First Bank of the U.S to standardize currency • Manufacturing goods with subsidies from government • Import tax to make money off of cheap European goods

Whiskey Rebellion • Hamilton proposed a tax on whiskey to help provide steady revenue, which was instituted in 1791 • Citizens felt negatively about taxation after rule under monarchy, farmers who made whiskey and profited off of it were especially angered • These citizens began to attack tax inspectors, formed a mob that was threatening to grow even more hostile • Hamilton suggested military force to restrain, and after attempts at peaceful negotiation, Washington called in 13,000 troops, when they arrived the conflict was over • The government was pleased that they proved their power and willingness to restrain its citizens

Jay Treaty • Signed November 19th, 1794 – passed in June, 1795 • John Jay was a liaison between England and US • Tension after Treaty of Paris lingered, Brits still inhabited NW forts in America and were capturing American ships in what became a commercial war between America and England • Treaty passed, eliminated British control of Western ports within 2 years, America’s claim for British seizing their ships • America’s rights pertaining to trade in the West Indes was limited

  7. Pickney Treaty • Signed by San Lorenzo de El Escorial on October 27th, 1795 • Established intentions of friendship between the U.S and Spain and defined boundaries of U.S within Spanish colonies • Guaranteed U.S the right to navigate the Mississippi River

  8. Effects of the French Revolution • Trade - Embargo Act – Thomas Jefferson, forbid imports and exports. Designed to harm Great Britain but ended up harming America more • Genet Affair – 1793, sent from France to be the ambassador, given instructions to gather fighters against British ships and to try to make America mad at Great Britain and Spanish • Neutrality Proclamation – April 22, 1793, declared the U.S neutral in the conflict between Great Britain and France and instituted legal proceedings against violators, led to Neutrality Act of 1794

Intercourse Act • Passed in 1790, regulated trade and relations with Native Indian tribes • Authorized trading houses where Indians could obtain manufactured and imported goods at good prices • Was the result of unfair trade and traders looking to take advantage of the Indians • Abuses continued due to the lack of ability to enforce this act, but established the good intentions and relationship of the U.S and the Indians

  10. Treaty of Greenville • Passed in 1795, after strong U.S victories against Indian conflicts, specifically at Fallen Timbers • Representatives of 12 Indian leagues gave away a large piece of territory to the U.S that included what is now Ohio, Indiana and other areas of Northeast

Farewell Address • George Washington’s speech prior to his term as president coming to an end • He encouraged the U.S citizens and Constitution to embrace a mindset of goodwill and friendliness to other nations, but one of isolation when it came to political and economic conflicts, to basically stay out of any disputes that could end up harming them • Quoted and remembered by Presidents that came after him

Political Parties • After the Constitution being ratified and during George Washington’s presidency, certain political factions emerged according to different beliefs • Federalists – supporters of Alexander Hamilton and the new government. Had concerns but wanted to stay true to the new plan • Republicans- formerly Anti-Federalists, were wary of the increasing power of the Federal government and believed that they were the ones truly in favor of a true Republic. Believed that Federalist beliefs were too close to the monarchy that they had just escaped
