Introduction • The world is underway a paradigmatic change from the Industrial Age to the Information and Knowledge Age - In response, a number of countries have been investing in ‘knowledge and information management’ or ‘e-government’ projects. - Now sharing knowledge and information among agencies within government and between government and private and non-profit organizations has been a crucial issue. • In Korea, the issue has been emphasized since the early 1990 - Korean government issued ‘Cyber Korea 21’ as a blueprint for Knowledge-based information nation. - Furthermore, President Kim unveiled a nation-wide plan to change the quality, nature, and flow of knowledge and information in his New Year’s Message. A Brief on NCA • The NCA provided information and IT-related services for the public, as well as for the private sector since established funded by MIC in 1987 - Over 13years, NCA has made efforts so that government including local governments and private organizations can make the best use of exciting opportunities provided by ITs - The NCA has made lots of contribution to building a knowledge-based information society in Korea • The missions of NCA can be epitomized as follows: - planning and implementing IT policy at national level - providing extensive information sharing services among agencies within government and between central government and local governments - managing national knowledge and information collected - evaluating and auditing IT projects, etc. National Computerization Agency

Description of KRM Projects(1) • Based on both ‘Cyber Korea 21’ and ‘Act of KRM and its Action Plan’, NCA has launched a national-level KRM projects to better manage valuable knowledge and information as national resources since 1999 - The Act of KRM and its Action Plan was passed the congress and came into force on 29 July, 2000. - By the Act and its Action Plan, NCA was given the missions as follows:  making the national master plan and annual plan of KRM(Knowledge Resources Management)  supporting the implementation of KRM projects  providing the guidelines for KRM  evaluating performance of knowledge and information management of each agencies within government, etc. National Computerization Agency

Description of KRM Projects(2) • The primary objectives of KRM projects are: - digitizing all valuable and useful knowledge and information to preserve and utilize at a national-level and - making a national integrated knowledge base or repositories to allow easy access to them free of time and location. - developing a National Knowledge and Information Portal System(NKIPS)to integrate all digitized knowledge and information • Thus, the vision of KRM projects is to build a ‘e- Korea armed with knowledge and information network - The high-speed and robust knowledge and information network will enable Right person to easily get Right knowledge and information Right time at his desk : Actualizing 3Rs National Computerization Agency

Description of KRM Projects(3) • To accomplish the objectives and the vision, government is to plan to spend around US$550 million by 2002 as the first step - Of US$ 550, around 80% will be spent on a lot of projects to digitize lots of the knowledge and information in the following fields :  academic and research and development  scientific technology  national heritage and history  cultural and art assets  database in multiple foreign languages - The rest will be scheduled to be invested on the development and implementation of the NKPS. Conclusions • The implementation of the national KRM projects are strongly influenced by the capabilities of existing ITs • In this respect, the technologies and issues discussed in this Workshop provide significant implications to all nations, which are interested in managing and using knowledge and information in a strategic way • Finally, this workshop will contribute to enhancing Korea - US collaboration on research to remove the technical barriers to the success of knowledge and information management National Computerization Agency
