  1. Preface In 1998, the World Software Pioneer Microsoft proposed the concept of Auto PC , Aiming to recreate a PC market, they devoted themselves to developing and building a AutoPC software platform which made people in cars can also use the Web services that normally used at home and corporate, thus achieving the concept of building automotive information networks "Connected Car" . Since GM Corporation proposed the concept of "network Car" in 1999, many concepts such as "intelligent car" and "IT-based vehicles" are emerged. In 2000 , about 160 million cars are equipped with GPS navigation system In Japan. In 2002 , an agreement was signed between Toyota and Microsoft that all the Toyota cars should installed Car PC with windows CE system. In 2003, it is estmated that more than 40% of the cars are equiped with Internet devices in Japan. In 2003, a report proposed by 11 experts of Chinese Academy of Sciences which aimed to establishing national car computing platform was catched the attention of central government of China,the project was approved in the second half of 2005.Hua-Qiang Zhou, head of engineering expert working group led to build national car computing platform. Toyota corporation estimates that there will be more than 33% of the Toyota Motor Corporation equipt with Car PC by 2006. According to an authority forecast, the network communication and electronic information processing will become basic equipments of motor vehicles in the 21st century.
