MPA Goals and Objectives Advantages Limitations Shifts effort -> unintended impacts Ineffective for wide-ranging effects (e.g., climate / disasters) Hard to get it right -> % protection (steep learning curve; diverse settings) Polarized public opinion -> hard to manage and police, false sense of security (paper park syndrome) Time-lags (effects) inhibit real-time assessment and management Productivity / Carrying capacity trade-offs may limit spill-over benefits Connectivity: hard to design networks Increase size / age classes -> higher fecundity Serve as a safety net -> insurance for mis-management Increase yields outside MPA -> spillover Baseline for research / monitoring Protect Biodiversity > multi-species and processes Mitigate habitat degradation -> (e.g., trawling impacts) Protects species hard to monitor -> (e.g., umbrella effect)

MPA Goals and Objectives Management Goal: The goal of this MPA network is to: Preserve the health and resilience of the diverse and vibrant natural resources and ecosystems that harmoniously support thriving local communities of diverse stakeholders. Keywords: Harmony, sustainable, healthy, resilience (recovery), abundant (vibrant), fishers, (local) communities, stakeholders, habitat (biodiversity)

MPA Goals and Objectives Conceptual Objectives: Health: species abundance and habitat, overall profits (no matter how many boats in fishery, even though we may want to limit effort as fishery management tool) Sustainability: for-ever (21 year time series) - avoid wide oscillations and crashes - predictable values (low CV)

  4. MPA Goals and Objectives Operational Objectives & Indicators: THRESHOLD: (MUST MEET REFERENCE POINT) % virgin biomass: proportion of starting abundance (species-specific): 40% to 60% (CVS < 100%) Total Profits: continuous variable (the more the better)
